SYDNEY, Dic 29 (IPS) - The indigenous struggle for liberation in West Papua on the western half of the island of New Guinea in the south-west Pacific, with the loss of thousands of lives, is far from ending. But, despite political uncertainties, a united coalition of pro-independence leaders has reignited hope of freedom by galvanising the support of a Pacific Islands inter-governmental organisation.
Indigenous Melanesian resistance to Indonesian governance of West Papua dates back to a United Nations supervised Act of Free Choice on independence in 1969 that was criticised as fraudulent after less than one percent of the population was selected to vote. That resulted in a vote for Indonesian integration.
In April this year the West Papua National Coalition for Liberation (WPNCL), representing 29 pro-independence organisations, applied for membership of the Melanesian Spearhead Group (MSG). The inter-governmental group comprises the Melanesian states of Fiji, Papua New Guinea, Solomon Islands, Vanuatu and the Kanak Socialist National Liberation Front (FLNKS) of New Caledonia with headquarters in Port Vila, Vanuatu.[pullquote]3[/pullquote]
“Support within the Melanesian region is vital to building a strong foundation for gaining international support and recognition,” Dr John Ondawame, WPNCL’s Vice-Chairman in Vanuatu told IPS. “The struggle of the people of West Papua is no longer an internal Indonesian issue.”
The West Papuan coalition was, for the first time, invited as official guest to the Melanesian leaders’ summit held in Noumea, New Caledonia, in June. Indonesia, which has MSG observer status, was also present.
During an address to the summit, Ondawame called on the Melanesian group to support the re-inscription of West Papua onto the United Nations decolonisation list and send a fact-finding mission to the Indonesian provinces to investigate human rights abuses.
The meeting ended with Melanesian leaders endorsing the “inalienable rights of the people of West Papua towards self-determination” and efforts to raise concerns about atrocities with the Indonesian government.
It was announced that a foreign ministers’ visit to the Indonesian provinces would take place within six months ahead of a decision on West Papua’s membership of the MSG. But, although Indonesia invited Melanesian leaders to Jakarta to be briefed about developments in West Papua, an MSG-led visit to the disputed territories has not taken place.
An MSG Secretariat spokesperson in Vanuatu advised IPS that “dates for the mission to Indonesia are still being discussed,” and members are keen for it to occur in early 2014.
Ondawame added that “so far Jakarta has not provided any invitation letter for the team to visit the respective territories.”
Indonesia has long claimed that West Papua is an internal matter, but the suffering of its indigenous population is stirring growing solidarity amongst Melanesians in the Pacific Islands.
In 2001, the Indonesian government responded to grievances by granting special autonomy to the provinces of Papua and West Papua, and increasing funding to the region, which amounted to more than 190 million dollars last year. It recently appointed a government unit to address infrastructure, public service and social issues.
However, West Papuans still suffer severe socio-economic hardship and have few freedoms. Twenty-seven percent of people in Papua and 31 percent in West Papua live in poverty, compared to 13 percent in East Java and 3.7 percent in Jakarta.
The Indonesian military controls civilian life and is regularly accused of killings, brutality, corruption and involvement in drug smuggling and illegal logging activities. Last year Amnesty International reported that 90 political activists were imprisoned for peaceful political activities and “security forces faced persistent allegations of human rights violations, including torture.”

The remote village of Jagara deep in Indonesia’s eastern-most province could be among the least developed places on earth.
The mountainous region in Papua is only accessible by air and is not often visited by outsiders.
While Indonesia as a whole may be experiencing economic growth, parts of Papua and West Papua provinces are lagging behind. In these remote areas around 40 per cent of households live below the poverty line - double the national average.
Despite looking like a tropical paradise, women living in the region have little say over their lives and families. 
"It was our traditional practice that the men were the ones making the decisions," Magda Wetapo says. "We didn't question it because it was our tradition. If we tried to change these traditional practices we knew something bad would happen to us, like we would get sick. So we accepted it."
But a new UN project says it is trying to break down those barriers and change the future for Papuan women. In Magda's village, the UN's International Fund for Agricultural Development (IFAD) say they are teaching women how to grow vegetables.
It's part of a wider program run by the IFAD. IFAD say communities are asked to define their own problems and come up with solutions. They are then given training and can access grants to make their ideas become reality.
IFAD say one of the big problems for Magda's village was how to increase their income. It took some time to convince the male leaders that women could earn that money.
"Before the project, we were still living in a traditional way. Women lived under the control of men," Esalek Lani, traditional village leader, says.  "But when the project came to us, women got a chance to earn money and we are thankful for this."
After the vegetables are harvested women take the long trek to the markets where they sell their produce. Magda says the program has quadrupled her income and she now wants to save to send her son to university.
"I feel proud because our lives have changed so much and I'm very happy," she says
Papuan's often work alone. But this program encouraged the formation of groups to work together and for the first time women formed a group free from male dominance. It became a place where they could arrange training, elect their leaders and design their own budgets.
Ron Hartman is the Indonesian programme manager for the International Fund for Agricultural Development. He says the project works because it uses local solutions rather than imposing foreign concepts onto local problems.
"Papua itself is quite a challenging environment. It's very remote. Culturally, it is very different to other parts of Indonesia. The difference this project I think has made is that it's been tailored specifically for Papua, West Papua and the populations therein," he said.
"It's different in terms of the community development approach. It uses the social structures that are actually on the ground rather than transposing something from outside on them, but the main point is that it really buys into the potentials and supports the potentials they have in agriculture which is so important for their livelihoods."
IFAD say the pilot project is running in 410 villages in Papua and the Indonesia government is considering replicating it across the country.

Suryamin said that among factors that led to the increase in poverty was high inflation that reached 5.02 percent due to increases in fuel prices in June 2013 and the price of rice which experienced increases nationally.
“Moreover, in the period of March-September 2013, retail prices of several food commodities experienced increases such as chicken, which increased by 21.8 percent; eggs, 8.2 percent; and red chilies, 15.1 percent,” said Suryamin, adding that an increase in open unemployment in August 2013 was also a leading factor in the increasing levels of poverty.
The BPS reported that the highest percentages of poor people were in Maluku and Papua, at 24.24 percent and in Kalimantan, 6.66 percent.
The highest number of poor people, however, was in Java, amounting to 15.55 million people, while the lowest was in Kalimantan, with only 980,000.
During the period of March-September 2013, the poverty line increased by 7.85 percent, from Rp 271,626 (US$22.27) per capita per month in March to Rp 292,952 in September. (ebf)

TONY Abbott has arrived back in Australia after holidaying with his family in the French Alps over Christmas. Meanwhile, Indonesia's ambassador to Australia, Nadjib Riphat Kesoema, continues his holiday in Indonesia as a result of being recalled by his government over Australia's response to the spying revelations late last year.
This "ambassadorial holiday" is in its seventh week; a worrying sign that the bilateral relationship is becoming more ambivalent as the weeks roll by, as both countries focus on domestic issues dominated by Indonesia's upcoming presidential elections and the Coalition government's challenge to fix Labor's economic mess.
In the meantime, most of us are still enjoying our holidays, with many heading to Bali.
But the reality facing Australia and the Abbott government is that, despite the positive rhetoric about "close and meaningful relations" between Indonesia and Australia, many Australians still see Indonesia from a very Anglo-Saxon perspective and with an overriding suspicion about our northern neighbour.
Yet Indonesia has changed during the past 15 years, having evolved into a dynamic and robust democracy, something every Australian should give a great sigh of relief about.
Indonesia still faces huge challenges, including corruption, lack of infrastructure, poverty and the critical need to control any rise in Islamic militancy through the archipelago. A close relationship with its neighbours, including Australia, is important to its continued path to becoming an economically strong - and socially stable - nation.
In terms of our regional security, Australia has an enormous investment in this long-term outcome. The reason we hand out so much aid money to Indonesia is that, as a prosperous and First World neighbour, we want to be benevolent, but also aid money works in our national interest.
Yet every time we don't get what we want, the calls are the same: withdraw aid if they cause us grief. It's a bit like the parent who threatens to withdraw funding to their son or daughter at university every time they have a family disagreement. Patronising and selfish. Is it any wonder some senior Indonesians suggest to me that it may be better if Australia did withdraw our aid funding so the relationship could mature beyond this level of pettiness?
In business and commerce we continue to enjoy close relations with Indonesia, but our mutual trade is still comparatively "small chips". For years, Indonesia has been looking north for trade and investment opportunities, while we focus on China and "our very best friend in Asia", Japan.
We talk often about stronger trade links, including restoring the live-cattle trade with Indonesia. There are some positive signals from Jakarta but we still see the rebuilding of this vital trade from a perspective of "we sell, they buy".
The present malaise in the bilateral relationship will affect the significant opportunities for creating genuine partnerships with Indonesia to build a fully integrated supply chain where Brand Australia could add value to our beef for re-export, from Indo-Australian operated companies in Indonesia, to other countries through Asia and the Middle East.
There is probably no better example of how close partnerships can benefit both Indonesia and Australia than the model developed by our respective national police forces.
The Australian Federal Police and Indonesia's National Police systematically demolished terrorist groups such as Jemaah Islamiah, which was responsible for the Bali bombings.
These two organisations continue to enjoy close and effective relations, working on a range of important issues including training, people-smuggling and terrorism. But this relationship needs close government co-operation to be restored soon to maintain the effectiveness of our joint policing, which also helps keep us safe while holidaying in places such as Bali.
The political malaise that continues may not dominate our thinking during this holiday break but the ramifications of a longer-term cooling of our relationship will not only affect Indonesia but all Australians as well.
The recent spat with China over its ongoing dispute with Japan was a good example of where Indonesia and Australia, as regional partners, could have voiced our valid concerns jointly to China in a far more diplomatic, yet effective, way. But it was not possible to do that when the core relationship and trust between our two nations was not there.
We need each other as we both walk the otherwise lonely regional path between our economic dependency on China and our security allegiance to the US and Japan.
In a recent article, former Labor leader Mark Latham wrote that Indonesia was "just a two-bit player" and the best strategy for Australia would be to keep it "at arm's length".
Sadly, as Indonesia becomes more inwardly focused, the mutual ambivalence may become an undesirable feature of our bilateral relationship.
The reality is, however, that both countries need each other, and the future security of the region and our respective futures are inextricably linked, despite our differences.

He provided advice to the cabinet and warned Australia could lose its entire army - some 30,000 soldiers - if it was required to support PNG in a military conflict along the border with Indonesia.

DIBB: The late 1980s were a time of considerable concern about where the Papua New Guinea-Indonesian border was going.  There had been 10 or 12,000  refugees fleeing from what was then called Irian Jaya across the border into refugee camps that were large and causing problems for Papua New Guinea to sustain them. The issue had also been warmimg up over many years. I mean the so called Free Papua Movement which was based along the border on the Papua New Guinea side of the Irian Jaya-Papua New Guinea border had been active on and off since the early 1970s.  And that was my clear remembrance as head of the National Assessment staff in the late 1970s.  It came to a bit of crisis in 79 when there was only about eight people cleared in Canberra to understand that we had some fairly firm information coming from a covert source in Jakarta that the Indonesian military under General Benny  Murdani were getting fed up with this movement of the OPM, the Free Papua Movement, using the protection of being on the Papua New Guinea side of the border and then crossing and  then occasionally killing and attacking  Indonesian troops. And we took that in the late 70s very seriously.  So through the 70s,  right through  to the late 80s, there were these issues and they were essentially to do with the border, the activities of the OPM, and seen from the perspective of the Indonesian side a situation where they found that this was starting to become intolerable.  The 1987 White Paper, which you are aware of, the cabinet documents relating that in my recollection have attached to them the so called Dibb Report which I wrote for the then defence minister, Kim Beasley, about the defence of Australia. There was a classified version of that report which dealt with certain credible contingencies, and there was a highly-classified annexe to that report that was never made public in which I warned the Australian government that if we ever faced a major Indonesian military attack across the border with Papua New Guinea we would have to make our minds up     on the contingency of the day. But, and this is the essential point, my advice to the then defence minister Beasley was we could lose the entire Australian army of some 30,000 at the time in the top one tenth of the border between Vanimo and Green River. And we would have no chance of  holding that militarily and that would then leave the Australian government of the day with one serious alternative; and that would be to escalate it to strikes of a more serious nature against Indonesian logistics and military centres.
 
GRAUE: And how was that advice of yours received? 
 
DIBB: I never go one response to it (laughter)..
 
GRAUE: So, in  your opinion, how concerned was the Australian government really that relations between Indonesia and Papua New Guinea  could deteriorate so much so that it would be forced to step in, and be drawn into a conflict like you've just described? 
 
DIBB:Look, we shouldn't exaggerate it.  As you've read from the cabinet documents and I had a hand -- by this stage I was deputy secretary of defence for  strategic policy and intelligence -- in drafting some of that advice and that was our reaction would depend on the situation at the time.  In other words,  we would not be in the business of encouraging Papua New Guinea to do and pursue provocative acts that could end up in armed conflict. Not only between Indonesia and Papua New Guinea, but clearly given Australia's commitment to Papua New Guinea and its historical and colonial connections, the likelihood we would have to do something about it.  With all the dangers that I have mentioned about the length of that border, which from memory is something like 700 kilometres long, and extremely difficult country and whether we would want to escalate into full scale conflict with Indonesia.   
It is true that at the time,  I became aware many years later when General Murdani had been sacked a minister of defence by the Indonesian Suharto government of the time, and I'm talking here early to mid, more like early 1990s, in a private conversation with me in Australia, he acknowledged that there were serious contingencies in the late 70s along the lines I mentioned of once and for all going across the border in military strength on the Indonesian side and making a sanitised zone if you like. He looked at me with as smile on his face and said, he raised with the 'old man' -- meaning president Suharto -- and Suharto said to General Murdani, then minister for defence in Indonesia, we are too busy in East Timor.
 
GRAUE:  There was concern I understand, revealed in these documents, about the ability of the PNG government to handle the situation, and perhaps if it was mishandled by either side, but particularly by the Papua New Guinean government that could have really led to serious  issues.
 
DIBB:      Yes. There were serious concerns, as you say. It was not a huge length of time after independence.  We had agreed with Papua New Guinea about some principles of helping them in certain military contingencies.  And that by the way extended to if we were invited, and let me stress that, if we were invited, to contingencies in which the Papua New Guinea Defence Force mutinied.
And indeed, one such contingency occurred in the late 1980s in which Rabbie Namaliu who was then prime minister rang  Bob Hawke, our prime minister at the time, in some agitation that there was an open riot occurring between the Papua New Guinea Defence Force and the Papua New Guinea police in a drunken party they had one Saturday night and that the defence force was breaking into the armoury and getting  hold of the weapons. We had a meeting of the augmented chiefs of staff committee at the time, which I attended as deputy secretary, and we looked seriously at what we might do if that situation got out of hand and escalated and the Papua New Guinean government was not able to control its own military.  In the end, it petered out and we had to do nothing. Eight firearms belonging to police officers on duty at Kulirik Police post in Mulia district, Puncak Jaya regency, Papua, were seized by a group of armed civilians at around 4 p.m. local time on Saturday.
The seized firearms comprise two Kalashnikov (AK) rifles, one Mauser rifle, and five pieces of Assault Rifle 1 (SS1).
Papua Police spokesperson Sr.Comr. Pudjo Sulistio said an armed civilian group consisting of 20 people attacked the Kulirik Police post in Mulia, Puncak Jaya, on Saturday. He said that there were only two police personnel on guard at the post when the incident occurred.
“A violent struggle over the firearms took place but because the two police officers were outnumbered, they ran away and reported the incident to the Puncak Jaya Police precinct in Mulia,” Pudjo told The Jakarta Post on Sunday.
Together, with several Indonesian Military (TNI) personnel, the police’s Mobile Brigade (Brimob) members pursued the armed group who ran to the mountainous area. No fatalities were reported in the incident.
Separately, Puncak Jaya Police precinct chief Adj.Sr.Comr. Marselis said the carelessness of the police officers could not be ignored. Eight police personnel had been deployed to the Kulirik post. There should have be seven officers at the post as one police personnel had to leave for Jayapura because his mother had passed away.
“But during the incident, there were only two officers while the remainder left the post for unclear reasons,” said Marselis, adding that the attack was allegedly perpetrated by Goliat Tabuni’s men, popularly known as the Yambi group.
He said the police were working with local leaders to persuade the group’s members to return the firearms. (ebf)

3) Police and Company Security Guard beat a man to Death while in Police Detention.

A man was beaten to death while in police detention by a local police officer and a man working for the Astra Group as head of security. The assault took place on New Year’s Eve in Okaba near Merauke. The Astra Group has plans for a massive sugar cane plantation which has met with opposition from local residents.
Papuan news website Umaginews.com reported that as a result of being beaten by police and security guards, the victim, a local resident known as Roby, suffered severe head trauma and his body was covered with blood. He died on the spot. This news was communicated by a local resident, Simon P, through Facebook.
In the Umaginews article Simon expressed the hope that NGOs, Human Rights Defenders, the National Human Rights Commission, Church Organisations, Journalists, and Papuan Activists would support efforts to advocate for this case in which a local resident had been killed by law enforcement officers, members of the Indonesian Police Force.
“The community need support if we are to bring accusations in this case”, Simon’s message continued.
Later communication with residents of Okaba confirmed the incident and offered some additional details:
Roby was originally from Sanggase village, and was being detained at Okaba police station because he was drunk, when he was set upon and beaten until black and blue by a local police officer called Max and an Astra security guard called Andri Paat. The victim was rushed to the local clinic, but his life could not be saved.
It is still not clear what was the cause of the assault, but it is plausible that this violence has some connection with the presence of a sugar plantation company in the area. PT Dharma Agro Lestari, a subsidiary of the Astra Group, is currently engaged in negotiations with local people to use their customary land. The victim was one of those opposing Astra’s operations, while Andri Paat, a local resident who had previously deserted the army, was employed to support the company.
As of Saturday afternoon, the community in Okaba remained anxious. The victim’s family had still not initiated any steps towards obtaining legal redress, possibly due to fear.

The 2013 Melanesian Spearhead Group (MSG) summit undoubtedly marked a historic moment on the long journey of Papua’s international diplomacy. During the top diplomatic gathering of the Melanesian countries, the Papuan representatives were invited for the first time.

While this political decision constitutes a breakthrough for the political impasse in Jakarta, the decision is still pending a follow-up visit by a foreign ministerial mission to Jakarta and Jayapura. The visit, however, is subject to the Indonesian government’s approval, not the MSG’s (The Jakarta Post, Oct. 26, 2013).

Papuan international diplomacy is not novel. If we look back to the second Papua Congress in 2000, it is one of the mandates that some 500 Papuan representatives entrusted to the Papuan Presidium Council (PDP).

This body consists of Papuan leaders who live inside and outside Papua. Over the last decade, however, the body has lost its key figures, who used to undertake international diplomacy.

The chairman, Theys Eluay, was kidnapped and assassinated by the Indonesian Army Special Forces. Viktor Kaisiepo, the PDP spokesperson for Europe, died in Holland, while Willem Zonggonau and Clemens Runawery, the PDP spokespersons for the Pacific, died in Australia and Papua New Guinea, respectively. Similarly, Agus Alua, who then became the speaker of the Papuan People’s Council (MRP), and Beatrix Koibur died in Jayapura.

In engaging the international diplomacy, we know that Papuans use the term “rectifying the history” to reclaim their silenced history of the transition of power of Papua in the 1960s. This part of history remains a contentious subject of dispute between Papua and Indonesia.

Supported by historical research, Papuans believe that the transition of power through the 1969 UN supervised plebiscite, PEPERA or the so-called the Act of Free Choice, was flawed. On the contrary, Jakarta holds the opposite narrative. It states that the transition was legal and internationally recognized due to the blessing of the UN General Assembly over the result of PEPERA.

The positions are not only at odds with each other but also have generated the history of violence in the last half-century.

Rectifying the history also suggests an element of demanding accountability of the international community for their participation in endorsing the result of PEPERA in 1969. While many may think that this call is utopian and unrealistic, the political landscape that enabled the second Papuan Congress was down-to-earth and real.

Indonesia was under President Abdurrahman “Gus Dur” Wahid who endorsed reconciliatory initiatives across the nation. There was a narrow window of opportunity for Papuans and they did not wait. Instead, they convened the Congress and interrupted the status quo of the world’s silence over the silenced Papuan history.

The reclaiming of the Papuan history is not limited to the area of diplomacy. It covers a broader sphere of Papuan lives. It translates into the revival of the Papuan indigenous culture. It inspires the integration of Papuan religious beliefs into formal religions. It inspires the ways in which Papuan rename their places of history and interest.

Let’s go back to the issue of diplomacy to see what would be the key challenges for Papuan diplomacy in the coming years. At least three major challenges we can identify.

The first is the existing Pacific diplomacy. Toward the end of the year we haven’t heard any further news about whether Jakarta has extended any specific date for MSG to visit.

Jakarta’s failure to receive an MSG visit will delay the deliberation of the membership of the West Papua National Coalition for Liberation (WPNCL). While the postponement would not stop the Papuan leaders, it would cause a major setback to their efforts to secure a formal position within the MSG.

The second challenge is the national political landscape. We know that both Jakarta and Jayapura have been busy in drafting the Special Autonomy Plus. It is framed to be an advancement of the existing Special Autonomy. Both the President and the governor of Papua believe that this package will provide greater room for improvement and it has to be done before the 2014 elections.

That is why both leaders sent their special envoys to travel overseas to persuade the Papuan leaders living in exile and also to inform the Indonesian diplomatic missions. This whirlwind will certainly suck most of the energy out of Jakarta and Jayapura. As a result, they may not want to get distracted with other issues.

This situation is likely to impede any further engagement with the Papuan peace initiatives promoted by the Papua Peace Network (PPN) and the Indonesian Institute of Sciences (LIPI).

Similarly, the MSG proposal and requests from the UN Special Rapporteurs may not get any further traction.

The biggest challenge would be the global justice market itself. This market is already crowded and chaotic with wars in Syria, Libya, Central Africa, Democratic Republic of Congo, etc. We may ask a hard question: How can Papua compete with these issues, if it should?

While some would argue that the Papuan conflict is not able to attract world attention because of its low number of casualties, the world’s history shows the opposite.

We learn from the history of genocide in the 20th century that world leaders disgracefully failed to respond in time, even though they were bombarded with detailed information from the field.

For instance, currently the Central African Republic faces an imminent threat of genocidal killings between the Muslims and Christians. Four hundred people were already killed. Instead of using the word “genocide”, the world leaders prefer the term “mass violence” to label the ongoing carnage (New York Times, Dec. 9, 2013). This framing illustrates the reality that publicizing carnage will not necessarily mobilize the world leaders to take action to stop it.

When they do take action and even the UN Security Council deploys a UN peacekeeping force, this force does not necessarily have all necessary power and capacity to end violence and protect civilians.

Let’s take another example from today’s world: the UN peacekeeping force MONUSCO in the Democratic Republic of Congo. It took two years before the Security Council equipped the UN Peacekeeping force with the authority to fight back, which constitutes the first mandate that has ever been established.

In other words, Papuan diplomacy remains challenging. It has to navigate domestic, regional and international politics with different and often conflicting interests.

The Papuan leaders, however, are not naïve. They know the reality as they have struggled with it in the last half-century. They will continue working for the pelurusan sejarah of Papua regardless of their limited capacity and resources.

On the other hand, the Indonesian authorities are also well aware of the complexity of the world’s diplomacy. Given the strength of the state, they are in a much better position to continue their work to safeguard the state narrative of Papua.

Since the two positions remain at odds with each other, what can be done to solve it? There is no other option left but peaceful dialogue between Jakarta and Papua as the PPN has tirelessly promoted. Given the challenges mentioned above, the question is who will buy it this time?

2) Papuan Police Station Attacked

Jayapura. A group of armed men attacked a police station in the Kurik district of Papua’s Puncak Jaya regency on Saturday, taking hold a number of guns and ammunition from the site.
According to reports, the group — made up of an estimated 20 people — outnumbered the two police officers who were at the post, as five other police on schedule that evening were conducting patrols in the surrounding areas.
“During the attack, the perpetrators took with them eight long guns and ammunitions,” said Sr. Comr, Pujo Sulistyo, Papua Police spokesperson.
According to him, one officer was at the station’s kitchen and the other was securing the post when the perpetrators broke into the station. Officers’ attempts to take back their guns failed as they were outnumbered.
“The two officers escaped through the backdoor to the river and then reported the incident,” he said, adding that a manhunt for the perpetrators has been launched.
“Members of the police as well as the military are still going after the men, even a team from the National Police has been deployed to help,” Pujo said.
Puncak Jaya district police chief Sr. Comr. Marselis told Jakarta Globe on Sunday that the perpetrators responsible for the attack are allegedly members of the Yambi Group under the leadership of Leka Telenggen. Leka is affiliated with the leader of the Free Papua Movement (OPM), Goliat Tabuni, who resides in Tingginambut district.
“The attackers are from the Leka Telenggen’s group from Yambi. They have dozens of members and are still under the leadership of Goliat Tabuni,” Marselis said, adding that the group had escaped to Yambi after the incident.
“[The Yambi group] consists of only a few dozen members, but they mingle well with local residents and have influenced residents to participate in their movement, which makes the situation very difficult,” he said, explaining the group’s strength and influence.
Human rights watchdog Imparsial raised concerns that the attack could be a deliberate attempt by a group of thugs trying to disrupt peace in Papua ahead of the legislative and presidential election set for April and July, respectively.
“If the attack has anything to do with the general elections, then this is definitely very dangerous, because it means a certain political elite has taken advantage of the armed men to fulfill their personal interests,” Imparsial executive director Poengky Indarti told the Globe on Sunday. “That could mean that the armed group are not people fighting for [Papua’s] independence but instead are no different from a group of thugs.”
Poengky added that the group could have been promised financial reward in return for their attacks. “If they are indeed fighting for independence, then they would not want to work for the sake of money or for the sake of any particular political elite,” he said.
According to Imparsial, acts of violence also became the background of the latest district chief election in Puncak Jaya and Puncak districts. “The violence was linked to the process of democracy that was ongoing at the time,” Poengky explained.
As such, he called on the police to ensure they hunted down and captured the group. “Arrest them, but at the same time respect the rights of local residents living in the areas surrounding the groups’ hiding place.”
He emphasized that going after the group behind the violence could be tricky, because local residents live around the area. “This could further amplify the residents’ trauma,” he said.
Intelligence officers should more actively involve themselves in ensuring such acts of violence do not continue to take place. “Intelligence officials should play an even greater role in giving information,” Poengky said.

Torrential downpours that have showered Papua for days have seen at least five killed and several others injured while across Indonesia other cities are warning of potential problems and advising people to take precautions.
The incident occurred on Saturday following a landslide in Sentani Hawai district.
The landslide took place at an excavation site belonging to Conny Pallo, who has been questioned by the police.
“There are three people with injuries and they have been rushed to the Yowari Hospital for medical treatment,” said Papua Police spokesperson Sr. Comr. Sulistyo Pudjo on Saturday. “Several eyewitnesses have been questioned about what happened.”
According to him, one of the injured, 22-year-old Yoas Taplo, sustained bruising on his left foot and his right eye, 24-year-old Fery Uopka sustained wounds on his head, left leg and foot, while another victim, 11-year-old Ahmad Khoirul, sustained injuries on his left leg.
Reports said the landslide also buried a number of houses trapping people inside.
Police have identified the bodies as Yance Monim, Fredi Monim and 5-year-old Dwi Junuardi.
Sulistyo said local search and rescue teams as well as the Sentani Kota district police immediately helped evacuate the victims to the Yowari hospital.
“Police have also set up a dedicated line to aid with the investigation,” he said.
A similar landslide occurred at the Wajib Senyum compound in South Jayapura on Tuesday, covering several houses in the area.
The tragedy resulted in the deaths of two pregnant women who were buried in the ruins.
Officials helping with the evacuation reportedly rushed the women to the Dr. Soedibjo Sarsdadi Marin Hospital immediately after they were found, but were pronounced dead on arrival.
This year’s rainy season has also become a cause for concern for residents living in Malang, East Java, who have been warned of floods and landslides.
According to M. Thoriq, chief of the housing and city planning for the city’s public works and building monitoring office, said six landslides occurred in Malang towards the end of 2013 and that the number would continue to rise with the recent weather conditions.
“Residential areas located near the Brantas River are especially prone to inundation,” Thoriq said on Sunday, as quoted by Tribunnews.com. “Riverside areas are crowded with houses and we are having a hard time organizing preventative measures.”

A walk through the batik shops in Mimika proves that there’s more to Papuan fashion than the traditional noken (woven bag) or the koteka (penis sheathe).

Local designers are making Papuan-style batik in bright reds, yellows and greens — a stark contrast to the subdued colors of Central Java, where the style came into fashion. Adorning local batik are local motifs and sacred symbols, ranging from crocodiles to cendrawasih birds of paradise and from spears to traditional tifa drums.

“In general visitors only know Asmat motifs,” Risma, one long-time batik vendor, said, referring to the tribe that inhabits the southwest corner of Papua. “Asmat motifs are identical to sacred symbols, such as statues and carved wooden shield with squares. The color is brown, with a mixture of soil and terracotta color. A lot of batik designs of other tribes and cultures complement each other”.

Nurhadi owns a batik shop on Jl. Budi Utomo in Timika. The 44-year-old discussed the nuts and bolts of wearing the clothing. “There are only three kinds of materials used for the type of batik typical to Papua: satin, cotton and silk. Buyers favor cotton batik very much. It is less expensive. It can absorb sweat.”

Gorgeous: Prices depend on the quality of the fabric, ranging from cotton batik, priced at Rp 65,000 a meter, to Rp 300,000 a meter for silk.

Matelda said that her mother’s workshop has been producing printed, stamped or handmade Papuan batik with sentani motifs since 1996. Customers specify the designs desired and the raw materials are consigned from Yogyakarta and Surakarta, Central Java.

“The sentani motif is a bit different from other tribes and cultures in Papua,” she says. “The motif depicts a circular groove and its background is bit blue. The process of printing or painting is similar to other areas in Java. The basic materials are wax, a canting [wax pen], a small stove, paraffin, a small brush, a baking pan or casserole dish and an iron wok.”

She continues. “My mother’s workshop can produce three meters of handmade batik a day, 50 meters of printed batik a day, whilst the complicated motifs take two up to three days. Prices vary depending on the motifs and designs. Handmade batik is expensive. The complicated motifs and design are more expensive.”

Matelda, who is of Serui ethncitiy, the designs used for Papuan batik came from many tribes (suku) and were originally inscribed in bark, buildings, paddles, boats, caves and walls. Artists have imitated and preserved the designs until now.

Fitria, who heads the regency education agency’s secondary schools office, said that her staff wore Papuan batik on Fridays and for special occasions. “We also have been coordinating with the principals of both public and private schools in order to obligate their pupils to don batik Papua on certain days.”

Similarly, Yohanis Kasamol, the head of Mimika’s tourism office, said that more government officers were buying local-style batik. “One way we have introduced Papuan batik in Mimika is that we have asked employees who work at Mozes Kilangin Airport to don batik on certain days. Passengers who get off the plane will see the officers wearing Papuan batik immediately.”

Mimika’s former regent, Titus Potereyauw, echoed Yohanis’ statements. “Since 2001, we have required all civil servants to don Papuan batik in Mimika. They are free to choose the desired patterns and motifs.”

There’s no one approved pattern for the official batik. Civil servants are free to choose their favorite motifs, except on certain special days when they are asked to wear batik reflecting the regency’s Komoro indigenous people, the 79-year-old said.

One customer, Albert Tony, an employee of PT Freeport Indonesia who hails from Samarinda, East Kalimantan, said he frequently sought out the unique designs. “I often come to the store and purchase quite a lot of Papuan batik for souvenirs for my friends and my relatives.”

During the past fifteen years, from 1999 - 2013, the human rights situation in the Land of Papua has continued to be very bad. Why is this so?

This is because acts of violence perpetrated against the civilian population by the military and the police continue to increase  ...... [line missing] according to information obtained by the LP3BH - Manokwari as one of the civil society organisations functioning in the Land of Papua and has continued to intensify along with the violence perpetrated by the security forces and the State against the civilian population.

All the activities perpetrated  by the State apparatus are taken as part the militaristic approach which is used to resolve any problems and eventually result in violations of the principles human rights  as stipulated in Law 26/2000 about Human Rights Courts and Law  39/1999 on Human Rights. 

Such activities go back to the killing of  Theys 
Hiyo Eluay on 10 November 2001 by members of the security forces known as Kopassus. Then came the crime against humanity which occurred during the sweepings and clampdown in Wasior early in October 2001. None of these incident have been resolved by Komnas HAM, the National Human Rights Commission or the Attorney-General who is  authorised to investigate such incidents in accordance with Law 26/2000.

During the Wasior incident, human rights were violated in violation of human rights such as arbitrary detention and torture, extra-judicial killings, enforced disappearances  as well as rape that all of which were perpetrated against the civilian population in Wasior, Wondiway, Rasiei, Rakwa, Dotir and Yopanggar.

There have been more recent incidents such as the murder of Mako Tabuni, the Aimas Case and other incidents in various parts of the Land of Papua none of which have been resolved in accordance with the laws in force. Nor have those personally responsible been brought to justice. In our opinion, grave human rights have been occurring in the Land of Papua ever since 1963 and will continue to occur because Papua is treated as a region of conflict while the number of troops here continue to increase endlessly.

There is further evidence of this, following recent operations by the army and  police around the island Mansiman by troops of the military command in Manokwari.

Moreover, the churches in Papua seem to be incapable of exerting pressure to end the military approach being operated by the security forces.

Human rights violations have been occurring in Papua for fifty years in violation of the laws in force, as mentioned above.

As the year ends, the LP3BH wishes to remind the  government of Susilo Bambang Yudhoyono to treat this serious human rights situation as its priority, as his government comes to the end of its second term.

The handover was made to Commodore Voreqe Bainimarama by Indonesian Minister for Political, Legal and Security Affairs, Lieutenant General Langgeng Sulistiyono.
“I think it is a timely donation because this has been going on since 2011 and one of the issues that we have is how we progress this. This is the first funding from our donor agents,” Cokanasiga said.
He said Fiji was contributing towards the establishment of the academy through an interim academy at Nasese and from the ministry's budget.

A Foreign Ministers' delegation of the Melanesia Spearhead Group is reportedly due to visit Indonesia within days to discuss and observe West Papua.
The delegation's visit stems from a resolution at last June's MSG leaders summit in Noumea to engage more closely with Jakarta over issues raised about extensive alleged human rights abuses in Indonesia's Papua region.
The visit by the MSG is to commence on Sunday, taking in legs in Jakarta and in Papua province, according to the West Papua National Coalition for Liberation.
The trip was originally planned for late last year.
The Coalition's formal bid to become a full member of the MSG had been deferred by member governments pending the outcome of the mission to Indonesia.
The MSG is split over the Papua issue, with Vanuatu pushing for the former Dutch colony's right to self-determination while Fiji acknowledging Indonesia's control of the area as legitimate.

The three men have been released on bail. The arrests show the curbing of free expression extending beyond Indonesia’s borders, and a PNG civil society group has criticised Indonesia’s alleged interference.

 

While the UN Working Group on Arbitrary Detention declared in November 2011 that detaining people for raising the Morning Star flag is a violation of international law, there has been an increase in the number of detentions relating to the Morning Star flag in 2013.

 

Six detainees in the Aimas 1 May case were sentenced to 1.5 years’ imprisonment for conspiracy to commit treason under Articles 106 and 110 of the Indonesian Criminal Code. Isak Klaibin, who the court considered to be the leader of the gathering on 30 April, was sentenced to 3.5 years’ imprisonment under the same charges and an additional charge under the Emergency Law 12/1951. Jayapura, Papua (ANTARA News) - A member of the trouble maker group "Jhon Beanal" was shot dead during a shootout by the joint forces of Indonesian Military and Police at PT Freeports east embankment operational area, Papua.


Vice Head of Papua Police Brigadier General Paulus Waterpauw informed ANTARA News in Papua, on Friday, that the victim could be ascertained as a member of Jhon Beanal AKA Jhon Botak Group since the east embankment of PT Freeport area was known to be their hideout.

"The shooting took place on the night of Thursday, January 9, during the joint forces regular patrol in that area," he explained. 

According to Waterpauw, the current situation post the shooting remained conducive and the deceased was being sought to be evacuated.

"Now, we are still waiting for the last of the process to identify the deceased," Waterpauw explained.

Besides, it was raining during the shootout, and that had caused the process of the evacuation even more difficult.

The joint forces found an M-16 gun on the victim and saved it as evidence.

During the ten minute shooting, the police estimated, the Jhon Beanal group had ten to twenty members and possessed around four guns, Waterpauw explained.

The current report stated that the operational work of PT Freeport is still on and the residents who lived around the location are all safe.

We have both some very grim and very positive news to report concerning West Papua and the Melanesian Spearhead Group (MSG).
As predicted, Indonesia has once again bribed the leaders of Melanesia in a desperate effort to try to cover up their ongoing genocide and illegal occupation of West Papua and to try to stop West Papua joining the very influential regional body, the Melanesian Spearhead Group (MSG) which will be an essential and struggle changing moment when West Papua joins. They have also denied access for the leaders of the Melanesian countries to visit West Papua but have insisted that they go to Java and Bali alone.
In response the Government of Vanuatu (which strongly supports West Papua) has issued a strong protest letter to Indonesia and released a bold press statement confirming that they will refuse to cooperate with Indonesia if they continue to twist and pull the internal affairs of Melanesian nations over West Papua.
In the meanwhile, the leader of the West Papua National Committee (KNPB), Victor Yeimo has issued a statement from behind Indonesian prison bars, calling on MSG not to betray the people of West Papua stating that “if the Melanesian leaders are more supportive of the Indonesian colonial powers than the people of West Papua then they have betrayed the people of Melanesia.”
Background to the issue
West Papua joining MSG is one of Indonesia’s greatest fears and right now they are doing all that they can to try and stop any support for West Papua from the leaders of our brothers and sister Melanesian countries. A starting move of Indonesia’s was by managing to cheat its way into getting “Observer status” at MSG. This gives it even more influence with which to interfere with the internal politics of Melanesia.
Last year, an MSG summit was held in Kanaky to determine whether West Papua would join or not. Though throughout the year, there was widespread support for West Papua’s joining, Indonesia pulled the strings at the last moment by sending an enormous delegation to Kanaky, suspected bribery of the Prime Minister of Fiji and suddenly meeting with the Prime Minister of Papua New Guinea.
As a result, whilst all the other countries voted in favour of the motion, Papua New Guinea and Fiji did not, thus barring West Papua from joining MSG in 2013. It was agreed instead at Indonesia’s insistence that before a decision could be made, a delegation of every country had to visit Indonesia so that Indonesia could try and prove that the situation in West Papua was peaceful to avoid any sympathy from fellow Melanesian countries. Indonesia claimed that “This was not a Melanesian issue but an internal issue for Indonesia”.
It was finally agreed that a delegation from every country would visit Java at the same time and then visit West Papua at the same time to discuss with the Indonesian government and to see first-hand what the human rights situation in West Papua really was.
Indonesia breaks the promises and bribes the MSG leaders
Towards the end of 2013, Indonesia began inviting not a delegation from MSG to Indonesia as a whole as had been agreed but instead, extended private invitations to the leaders of the various Melanesian countries alone who would come to Indonesia to have dinner with the Indonesian president where he would try and persuade the leaders that such support for West Papua was not necessary.
Indonesia itself has in fact admitted that this is to try and strengthen ties with MSG over West Papua. Indonesian Deputy Minister of Foreign Affairs, Vishnu Ward announced recently “To strengthen relationships with MSG Indonesia, Indonesian Foreign Minister invited the MSG to come to Indonesia. To exchange experiences and provide an opportunity to see and better understand the development in Indonesia, including Papua and West Papua.”
This was by no means the end of such broken promises. Indonesia has today announced that it will not allow any delegates or leaders of the countries to visit West Papua as part of the official MSG agreement last year. The official MSG delegation to West Papua will also not in fact even be welcomed to meet with any West Papuan civil society groups. This is obviously a clear attempt to halt any Melanesian leader seeing first-hand what is really happening on the ground inside West Papua and to try to prevent the mass protests in support of West Papua joining MSG that would inevitably happen within West Papua whenever one of the MSG delegations arrived.
This further intervention by the state of Indonesia is in clear violation of the agreement.
The government of Vanuatu, which has been the most spoken of any world government in supporting West Papua was especially appalled by this violation and the Deputy Prime Minister, who is also the Minister of Foreign Affairs, Edward Natapei, announced that Vanuatu has sent an official letter of protest to the MSG Secretariat of the Indonesian government’s invitation.
World famous West Papuan political prisoner, Filep Karma, (who is in serving a 15 year jail sentence under Indonesian law simply for raising the West Papuan national flag), calls upon MSG to also visit the West Papuan political prisoners who are currently scattered in several prisons in Papua.
“I ask, in the MSG leaders later visit to Papua in order to visit the Papuan Political Prisoners,” said Filep Karma on Thursday (9/1).

This is a very symbolic figure, Indonesia has paid Fiji about 1 dollar to try and forget the brutal murder of each of the 500,000 Melanesian West Papuans the Indonesian government has murdered during their 50 year illegal occupation of West Papua. That is the value of a Papuan life in the eyes of the Indonesian government. One dollar per person.
The Indonesian government steals about 1.82 million dollars a day from Melanesia through the Freeport gold mine alone.
Fiji government officially ignores West Papua after accepting the money
The current Chairman of MSG is the Prime Minister of Fiji, Frank Bainimarama, who is regarded by many people as a military dictator. He has had a much closer relationship with Indonesia than any other Melanesian head of state and he has been effectively bribed by Indonesia several times previously to keep out support for West Papua.
Bainimarama received the money on behalf of the Melanesian Spearhead Group from the Indonesian government’s Secretary of Coordinating Ministry for Political, Legal and Security Affairs Lt Gen Langgeng Sulistiyonho (who is also a general in the Indonesian military) in Suva, Fiji on Wednesday 8th January.
On the same day, Langgeng Sulistiyono announced that “With regards to the issue of West Papua — it is part of our issue, so we have to tackle it by ourself because it is part of our sovereignty,”
Bainimarama also admitted that the money given was a way to “further strengthen relations with Indonesia”.
If Indonesia is doing this because it cares about Melanesia, why has it waited until now to make a donation? And why does it chose Fiji to give it to as opposed to say Vanuatu?
Only a day later, the Fijian Defence Minister, Joketani Cokanasiga, after being silent on the issue for so long, suddenly announced that said “he would leave the matter of West Papua to the Indonesian Government to deal with.”
“Our policy is never to interfere with other people’s internal affairs,” he said.
“I believe there is a delegation from MSG going up to see West Papua — we maintain our very strong stand that if anything should happen, it should emanate from Indonesia rather than us going outside and getting them.”
To support West Papua, Government of Vanuatu refuses to cooperate with Indonesia

Vanuatu announced yesterday in an official press statement “The Vanuatu Government believes that while the visit is carefully designed to “promote Economic ties and development cooperation” between Indonesia and the MSG countries, it should be structured to meet the purpose for which the MSG leaders had agreed to in Noumea during the Summit.”
They added “There are also concerns about Human rights abuses in the West Papua and while this visit is not to investigate allegations against human rights abuse, meeting with the people is absolutely necessary as it has the potential to bridge any information gap between the Governing authorities and those that are being governed.
The Vanuatu Prime Minister, Hon Moana Carcasses Kalosil had written an urgent letter to the Chairperson of the MSG, Mr. Victor Tutugoro raising the concerns of his Government that the important mission to West Papua must allow the inclusion of meetings with the indigenous people of West Papua, in particular the Chiefs and the churches in order to hear what the people have to say about the authenticity of WPNCL and other concerns which the West Papuans may have. These are concerns of the leaders at the summit. Getting views from the Indonesian authorities alone may not be truly reflective of the concerns which the leaders will want to know before they could make a final determination on the membership of West Papua into the MSG.
The Vanuatu Government had insisted during the MSG Senior Officials Meeting and the Foreign Ministers’ meeting that any program of visit to West Papua must include strong participation of the civil society who are the people that are most directly affected. “
“It is not an easy decision for the Government to make at this stage, but it has to be taken in order to uphold the integrity of the decision of the MSG leaders. What is decided by the MSG leaders must be respected and all MSG member countries are fully obliged to ensure that the decision by their leaders is not subordinated by any element. These are Sovereign decisions of Sovereign States of Melanesia.”
This is a truly brave and fully respected statement which we welcome 100%. The government of Fiji might have accepted blood money to backstab West Papua, but the government of Vanuatu shows that they are true children of Melanesia, putting their fellow Melanesian before their money.

The statements of the Government of Vanuatu over West Papua have continued to be overwhelmingly positive and right for the people of West Papua.
We fully support such statements and are entirely grateful to the government for taking such a bold stand for their Melanesian brothers and sisters in West Papua.
In such a way, Vanuatu has proved itself as a true son of Melanesia.
Indonesia’s sinister involvement in the Melanesian Spearhead Group in such manners as this is a clear attempt by the Indonesian government to interfere and sabotage our Melanesian nations to stop any support for their fellow Melanesian people of West Papua including by bribing our own Melanesian leaders.
It is Indonesia, which has no right whatsoever to interfere with our internal Melanesian affairs such as with our people of West Papua.
It is Melanesia, which has to tackle this issue as it is part of Melanesian sovereignty, not Indonesia.
Since when did Indonesia have any right to bribe our leaders and tell us which fellow Melanesian wantoks we do have or do not have the right to support?
This is a true disgrace and the government of Indonesia but also more shockingly to the government of Fiji, especially Mr Bainimarama and Mr Cokanasiga must be truly ashamed of themselves that they are selling their own Melanesian people down the river for little more than blood money.
We fully condemn this outrageous and blatantly illegal string pulling by the Indonesian government in trying to stop the truth coming out about the genocide and illegal occupation they are still committing inside West Papua every day.
But the Melanesian people rising up to support their family in West Papua. The Indonesian government cannot stop them. Not with 500,000 dollars. Not with all the money in the world. This is about more than money. It is about truth, justice and freedom.
History will record those who thought 500,000 dollars would buy silence over the genocide of 500,000 West Papuans.
With our Melanesian brothers and sisters, we will succeed

Indonesia, one of the world’s biggest resource exporters, halted all mineral ore exports on Sunday in a bid to promote domestic processing, but the country’s president passed a last-minute regulation to ease the ban’s impact on major miners.
In one of his biggest economic policy decisions since taking office nearly 10 years ago, President Susilo Bambang Yudhoyono approved the ban, but allowed US mining giants Freeport McMoRan Copper & Gold and Newmont Mining Corp to continue to ship billions of dollars worth of copper overseas.
The Southeast Asian nation is the world’s biggest exporter of nickel ore, refined tin and thermal coal and home to the fifth largest copper mine and top gold mine.
The long-expected ban aims to boost Indonesia’s long-term return from its mineral wealth by forcing miners to process their ores domestically. But officials fear a short-term cut in foreign revenue could widen the current account deficit, which has undermined investor confidence and battered the rupiah.
“Starting at midnight on Jan. 12, 2014, raw ore definitely cannot be exported,” Energy and Mines Minister Jero Wacik told reporters after a meeting with the president and cabinet.
However, Yudhoyono’s last-minute regulation will allow 66 companies, which include Freeport and Newmont, to continue to export processed mineral as they have provided assurances to the government that they will soon build the necessary smelters.
“As long as they can fulfill the requirements, Freeport and tens of national miners are still allowed to export,” Industry Minister M.S. Hidayat told Reuters.
Details of the regulations were to be released later.
Most of the companies expected to feel the impact of the ban are small domestic miners, numbering in the hundreds, that cannot afford to invest the hundreds of millions of dollars needed to build a smelter.
Mineral shipments totalled $10.4 billion in 2012, or around 5 percent of Indonesia’s total exports, according to the World Bank.
Halting shipments
Shortly before the ban took effect, Freeport halted copper exports and would not resume them until there was clarity on which minerals can be shipped, a union official told Reuters.
“There will be no concentrate exports from Freeport Indonesia in Papua as long as there is no government policy providing certainty on concentrate exports,” said union official Virgo Solossa, adding that the firm has not made a shipment from its port since Dec. 15.
It was not immediately clear if the government announcement late Saturday would be enough for Freeport to resume exports immediately. A company spokeswoman said Freeport continued to provide copper to its local smelter for domestic use.
Freeport, the country’s dominant copper produce with 73 percent market share, last month warned that an unrevised export ban would cut output at its Grasberg mine by 60 percent and lead to layoffs of half of its 15,000 Indonesian employees.
Under the proposed regulation being reviewed by the president in the run-up to the deadline, Freeport, Newmont Mining Corp and other miners would be allowed to export copper, manganese, lead, zinc and iron ore concentrate until 2017. But nickel ore and bauxite exports worth more than $2 billion annually would still be banned, while coal and tin shipments would not be affected.
However, it was not clear whether the final regulation had been revised.
“In our discussion (about the ban), our considerations were first about the workforce, which shouldn’t face mass layoffs,” Energy and Mines Minister Wacik said.
“Second was about the local economy, so it doesn’t face any burden from the new regulations. Then, domestic companies should be allowed to continue operating.”
More than 100 mining companies have been forced to reduce or shutdown operations due to the uncertainty surrounding the mineral export ban.

Election issue
A major economic impact could make the ban a hot political issue in this year’s legislative and presidential elections, especially if it sparks a wave of layoffs in the world’s fourth most populous country.
Thousands of mine workers have already been laid off ahead of the ban, sparking protests in Jakarta.
“We call on all mining workers to prepare to go on the streets and swarm the presidential palace if the government goes ahead with the implementation of the ban,” said Juan Forti Silalahi of the National Mine Workers Union in a statement earlier on Saturday.
