1) Papua Women Traders Cultivating Vegetables for Profit

Merauke, Jubi – Papuan women traders in Merauke Regency are now growing their own vegetables and selling their commodities to the market, instead of buying them from farmers.
“They have been provided with sustainable mentoring to keep them motivated in working,” said the mentor Brother Johny Kilok on Wednesday (5/11).
Of 130 Papua women traders, Brother Kilok could only ask twenty-three women to join his group. The rest are not joining because they have been promised government grants. “I don’t know whether the grant has been distributed or not,” Kilok said.
Now, the group already has 103 plantation beds cultivated with various vegetables such as water spinach, spinach, yardlong bean and chili. They can harvest twice within a month and sell it to the market. “Yes, previously they are only selling vegetables, but now, when they are able to cultivate, they can sell their harvests in the market and their profit is higher than before. Now, they could allocate their profit for their capital and saving,” he said.
Separately, a vegetable seller Mrs. Devota Basik-Basik said her grateful for being coaching by Brother Johny Kilok. “I got the greater impact by cultivating and selling the vegetables by myself, because the profit is higher than before,” she said.  (Frans L Kobun/rom)

2) Unemployment Rate in Papua at 57,000



Jayapura, Jubi – The unemployment rate in Papua province in August reached 57,000 or about 3,44 percent of the labour force, an increase of 3.15 per cent from last year.
“The unemployment rate dropped by 1,135 but if compared to the last August 2013, it adds 6,867 people. In regards to this issue, the Open Unemployment Rate (TPT) in general increase from 3,15 percent in August 2013 to 3,44% in August 2014,” the Head of Papua Central Statistic Bureau, Didik Koesbianto told reporters in Jayapura on Wednesday (5/11).
However, he revealed in general the working population in Papua in August has decreased for the last six months, specifically in the plantation and trade sectors. However, the employment structure in Province Papua until August 2014 has not changed. The plantation sector is still the largest contributor to absorb the employment.
“In August 2014, it recorded the employment number at this sector is 70,58 percent of the labour force number,” he said. In addition, he said the activities of working population could simply identified based on their job status as formal or informal workers.
“Based on this identification, in August 2014, there are 280,222 people (17,32%) who work in the formal sector and 1,337,215 people (82,67%) work in informal sector. And among 1,617,437 workers in August 2014, 633,152 (39,15) are unpaid workers, 468,324 (28,95%) are outsourcing labours, 266,919  (16,50%) are labours/employees and 209,814 (12,97) are self-employments,” Koebianto said.
Earlier, the Head of Manpower and Population of Province Papua, Yan Piet Rawar said every year the unemployment rate in Papua is increase, and in 2014 its percentage reach to 6 percent because the population number is increase every year. In order to resolve the unemployment issue, the Provincial Government of Papua plans to issue the Papua Skill Card (KPT) for the high school students and graduate.
“We knew that every year the unemployment rate in Papua is increase up to six percent. Therefore we are planning to issue the Papua Skill Card to reduce the unemployment rate,” said Rawar. (Alexander Loen/rom)

3) Building Houses in Skouw, Teachers to Stay Around, Says Robert J. Betaubun

Jayapura, Jubi – The head of Municipal Education Office Robert J. Betaubun said the construction of two official houses for teachers of the Skouw Mabo Elementary School is an effort to support  better education there.
“This is an effort to provide facility for teachers to encourage them to stay around. Either they like or not, they have to stay there for teaching,” Betaubun told Jubi on Wednesday, (5/10).  He added the office also have provided a generator.
“This is the mayor’s decision to assure a comfort for teachers to stay there,” he said.
As previously reported, the houses for the Skouw Elementary School were broken because it was rarely occupied. Although they have provided with housing facility, the teachers more like to stay in Jayapura. Ironically, now the Municipal Education Office is building two houses despite the fact that many houses are not occupied. (Sindung Sukoco/rom)

4) Inpres School in Timika Ready To Execute 2013 Curriculum

Timika, Jubi – The Inpres Elementary School (SD) in Timika has not implemented the 2013 Curriculum ( K-13) because it did not have the guide bookk, the principal, Ellen Agaky said in Timika on Tuesday (4/11).
“We are ready to implement the 2013 curriculum, only we still have problems. Up until now guidebooks for each subject have not been received. So far we are still using Curriculum Based Competence ( KTSP), ” she said.
“All the teachers have been participating in the socialization. In academic year 2015/2016,  we well be ready to implement Curriculum 2013,” she added.
Ellen admitted that the school needs additional classrooms “Although the teaching and learning process relatively runs smoothly but we lack classrooms. We have two study sessions which are studying in the morning and afternoon” she explained.
Currently it has 611 students, divided into 18 study groups and only 12 classrooms are available.
Mimika regent deputy, Yohanes Basang when visited the school promised to build four additional classrooms.
“We will wait for his promise. We hope that he would build not only the classrooms, but also the school office as we are still using the library, “he hoped.
Meanwhile, one of the parents, Jonathan, was very happy if the school could implement the 2013 Curriculum. “We want children to study well. We hopes that the 2013 curriculum could be implemented “he said. (Eveerth Joumilena/Tina)

5) Waena Public Transport Terminal to be Completed in 2015

Jayapura, Jubi – The Provincial Government will have a public transport terminal in Waena next year, said the head of Municipal Transportation Office, Elby Uniputty.
“Currently the terminal is under construction and would be launched in 2015.” And in the mean time, the Municipal Transportation Office and related stakeholders continued their works to control traffic congestion at the surrounded Expo Waena area.
Uniputty said his office has received a lot of public complaints about this.
“Transportation Office worked with the Abepura Police Office, Trantib Office and Heram Sub-district Administration Office to manage the temporary terminal at Espo Waena. The parking area for public transports is in front of Museum’s Gate and traders are not allowed selling their product there,” Elby told Jubi by phone on Tuesday afternoon (4/11).
Earlier, Heram Sub-District Chief Jayakusuma admitted there should be no more stalls within the Expo Waena area because few days ago his office has removed it.
“No street traders. But we will check,” he said.
So far, some street traders are still selling foods in that area. And at four o’clock in the afternoon, the public transport’s drivers drop and pick up the passengers on the side of the road instead of in front of the museum’s gate just like in the morning.(Sindung Sukoco/rom)

6) Proposed New Villages Increase in Province West Papua

Jayapura, Jubi – The ratification of Law on Village Administration has prompted an increase in the number of new villages being proposed in West Papua Province, mainly because of provisions allowing each village to get  1 billion rupiah.
“I am worried whether it’s what the people want  or it’s only a pretext to get the money,” the head of Provincial Administration Bureau Elisa Sroyer said in Manokwari on Tuesday (4/11).
To get 1 billion, each village must have the Village Mid-Term Development Plan (RPJMK) and Family Income and Expense Budget (APBK). Until now, most of villages in Province West Papua don’t have them yet. Therefore, the Provincial Administration Bureau will immediately conduct an information campaign and carefully review their proposals.
He said the divisions of sub-districts and villages should not be proposed for financial purposes, but should be more focused on the local human resources who will be responsible to manage the budget.
“I just received the Government Regulation. We will learn it first before inform it to the public,” he said. Currently, his office has conducted socialization in Pegunungan Arfak Regency and will continue it to other regencies.
While in Province Papua, the Head of Village Community Empowerment (BPMK) Donatus Motte said the entire villages in Province Papua have not ready yet. “Villages in Papua do not have the RPJMK and APBK yet, though both are a condition to receive the budget,” he said.
At present, the total number of villages in Province Papua is 3,900 villages and the number is still increase. Currently, the Provincial Government in Papua is mapping the area boundaries to fix the issue of villages split. (Angela Flassy/rom)

7) Women in Merauke Remote Areas Give Birth in Forest

Merauke, Jubi – Many women in some remote areas in Merauke give birth to their babies in forest in a practice attributed to a local tradition aimed to protect them from others including paramedics. The tradition only allows a husband to accompany his wife during delivery.
“It is fact that in some villages such as Kondo, Naukenjeray and Kimaam that pregnant women choose to give birth at her back yard or in the forest instead of inside their house and being assisted by medical staff,” the head of Merauke Health Office Stefanus Osok  told Jubi on Tuesday (4/11).
Osok said although giving birth in the forest is part of their tradition, it is unsafe and the ancient practice should end.
He explained that pregnant women visited  Puskesmas or Pustu (Public Health Centre) during their pregnancy and paramedics and doctors  have advised them to give birth at Puskesmas to get prompt medical assistance. However, when the time comes, they go to the forest with their husbands.
“Actually, the Health Office has been making efforts to give understanding to the people in the villages. But, it’s not been heeded. Soon, we are planning to launch a new program, namely ‘Alert Village’,” he said.
The ‘Alert Village Program’ is aimed to result in a joint commitment between the local community and the traditional leaders and health workers to not let the pregnant women give birth in forest and instead take them to Puskesmas to be assisted by health workers.
“I will see the traditional leader of each village because they have a great influences among their people. They will speak to the women and people listened to them,” he said. Further he added,” I have ordered to all Puskemas heads to prepare the pick up transportation for pregnant women. The government disburses all the cost.”
Separately, the Merauke Deputy Regent Sunarjo during his visit to Kondo Village some time ago confirmed the fact that pregnant woman should give birth in the forest, although the midwife was there. (Frans L Kobun/rom)

8) Indonesia: EU must press government on accountability for past human rights violations

Paris, Jakarta, 10 November 2014: The EU must press the Indonesian government to live up to its commitment to investigate past human rights violations, FIDH and its member organization KontraS said today.

The two organizations made the call ahead of the 5th EU-Indonesia Human Rights Dialogue, scheduled for 11 November in Jakarta.
“President Widodo’s camp has already backtracked on several human rights commitments made during the election campaign. The EU must remind the Indonesian government that tackling rampant impunity for past abuses is a necessary prerequisite for building a just, stable, and prosperous democracy,” said FIDH President Karim Lahidji.
During the Presidential election campaign, Joko Widodo, popularly known as ‘Jokowi’, outlined his vision, mission, and working programs for Indonesia. Widodo listed several key human rights pledges, which included addressing impunity for past human rights violations.
FIDH and KontraS believe that recent statements from Widodo’s administration are at odds with the President’s promise to address the issue of accountability for past abuses.
In September, Andi Widjajanto, then head of Widodo’s transition team and now Cabinet Secretary, said that investigating past human rights violations was not on an immediate priority of the new administration. Widjajanto also ruled out any additional investigation into the murder of human rights defender Munir Said Thalib and declared that the case was considered closed. While three persons were convicted in connection with the murder, no attempt has been made to identify, prosecute, and punish those who actually planned and ordered Munir’s death.
Widjajanto also backpedaled on Jokowi’s promise to set up a long-awaited ad hoc human rights court tasked with hearing cases of past human rights violations. Widjajanto indicated that establishing such a court would be impossible in the near future due to lack of funding.
“EU officials must demand the Indonesian government thoroughly investigate past human rights abuses committed by the military and other law enforcement agencies and bring the perpetrators to justice,” said KontraS Executive Director Haris Azhar.
Authorities must investigate the role that military and law enforcement agencies played in important events of Indonesia’s recent past, including: the massacre in Talangsari Village, Lampung Province, where at least 47 local villagers were killed and 88 disappeared in February 1989; the May 1998 riots in North Sumatra, Jakarta, and Central Java; the abduction and torture of 23 pro-democracy students in 1997-1998; and the killing of at least 19 students and protestors by security forces at Jakarta’s Semanggi intersection in two separate incidents on 13 November 1998 and 24 September 1999 (commonly known as Semanggi tragedy 1 & 2).
Despite Indonesia’s National Human Rights Commission’s (Komnas HAM) investigations into these incidents, the Attorney General’s Office has so far failed to initiate any criminal charges for prosecution. In some cases, the Attorney General’s Office cited the lack of an ad hoc human rights court as the reason for its inaction.
“The administration’s statements are a big disappointment for those who saw Jokowi as a clean break from the previous administrations’ failure to address impunity. To add insult to injury, Jokowi’s recent political appointments make the prospect of fostering a culture of accountability for human rights violations more remote,” said Mr. Azhar.
On 26 October, President Widodo appointed Ryamizard Ryacudu as new Defense Minister. Ryamizard is a former Army general who oversaw military operations against pro-independence movements in East Timor, Aceh, and Papua, all of which resulted in serious human rights violations against civilians, including extrajudicial killings and torture.
In August, Widodo appointed Abdullah Mahmud Hendropriyono as advisor to his transition team. Hendropriyono, a former National Intelligence Agency (BIN) Chief and retired general from the Army’s Special Forces (Kopassus), has been suspected of having played a role in the murder of Munir as well as in the Talangsari massacre.
In addition, media reports claim that President Widodo is now considering officials with a tainted human rights record for the position of BIN Chief. Candidates believed to have been shortlisted for the job include former BIN Deputy Chief As’ad Said Ali, former Jakarta military commander Sjafrie Sjamsoeddin, and former governor and Jakarta military commander Sutiyoso. As’ad was long thought to have been involved in the murder of Munir. Many believed Sjafrie and Sutiyoso were responsible for orchestrating the 1998 May riots in Jakarta, which resulted in the enforced disappearance of several students and activists. Sutiyoso was also suspected of being a commander of a military unit responsible for the killing of five Australian journalists during operations in Balibo, East Timor, in 1975.

Dalam 10 tahun terakhir ini migrasi ke Papua dari Jawa dan Sulawesi membludak seperti tampak pada pelabuhan Jayapura tahun lalu di atas. Kondisi ini telah membuat jumlah pendatang lebih banyak dibandingkan orang asli Papua. Jika, program transmigrasi dilakukan, maka orang asli Papua benar-benar akan menjadi sangat minoritas di atas tanah mereka. Foto: MS

Australia West Papua Association (Sydney) menilai kebijakan transmigrasi, pemekaran provinsi, dan pengangkatan Ryamizard Ryacudu sebagai Menteri Pertahanan oleh Presiden Indonesia Joko Widodo (Jokowi) dan kabinetnya hanya akan meningkatkan ketegangan.

Dalam Rilis yang diterima majalahselangkah.com, Senin, (03/11/14), Joe Collins dari AWPA mengatakan, Presiden Indonesia Joko Widodo (lebih dikenal sebagai Jokowi) berjanji untuk membuat Papua salah satu prioritasnya jika terpilih sebagai presiden. Namun, sangat disayangkan bahwa menteri dalam pemerintahannya membuat pernyataan yang meningkatkan kemarahan orang Papua Barat.

Joe Collins mengatakan, "Pertama ada pengangkatan Ryamizard Ryacudu sebagai Menteri Pertahanan yang pada saat menjadi kepala staf TNI, pemimpin orang Papua, Theys Eluay dibunuh oleh Kopassus. Dia memuji para prajurit sebagai pahlawan karena orang yang mereka bunuh adalah seorang pemimpin pemberontak. Berikutnya media lokal telah melaporkan bahwa Menteri Dalam Negeri Tjahjo Kumolo yang mengatakan bahwa Papua dapat dibagi menjadi satu atau dua provinsi dan Menteri Pembangunan Pedesaan daerah Tertinggal, dan Transmigrasi, Marwan Jafar sedang mempertimbangkan mendorong lebih banyak migrasi ke Papua Barat."

Ada beberapa harapan bahwa Jokowi akan membawa harapan di Papua Barat, tetapi kini berbeda. Mendorong lebih banyak migran ke Papua Barat hanya akan meningkatkan ketegangan yang sudah terjadi sejak lama di wilayah itu.

Ditulis dalam keterangan itu, Menteri Pembangunan Pedesaan tampaknya percaya bahwa para calon migran tidak pergi ke Papua Barat karena kekhawatiran keamanan, karena itu bukan tempat yang aman. "Untuk menciptakan suasana kondusif di Bumi Cendrawasih, Marwan mengatakan pihaknya bisa bekerja dengan militer dan polisi".

Aktivis di Papua Barat dan Gubernur Provinsi Papua, Lukas Enembe telah menolak rencana program transmigrasi yang diusulkan dari luar Papua karena akan memiliki dampak besar pada masyarakat, terutama masyarakat adat Papua. Mereka sudah terpinggirkan dan menjadi minoritas di tanah mereka sendiri.

Pembagian Papua Barat juga akan meningkatkan ketegangan di wilayah itu, menambahkan pasukan keamanan semakin dan akan  banyak birokrat yang korupsi.

Kata Joe Collins, "Mudah-mudahan Jokowi akan mendengarkan orang-orang dari Papua Barat dan memberdayakan mereka untuk membuat keputusan yang mempengaruhi masa depan mereka sendiri."

Joe Collins tegaskan, AWPA menggunakan nama "Papua Barat" untuk merujuk pada seluruh bagian barat dari Pulau New Guinea. Bukan untuk menyebut "Papua Barat" yang saat ini dibagi menjadi dua provinsi, Papua dan Papua Barat.(GE/003/MS)

Marwan Jafar, President Joko Widodo’s new minister for village development, disadvantaged regions and transmigration, announced on Oct. 31 that he would make Papua more attractive to Javanese migrants by working with the police and military to provide security there. Marwan, from the National Awakening Party (PKB), one of the smaller parties in Jokowi’s cabinet, might have been seeking to impress his boss with his can-do attitude. Instead, his statement reveals a complete ignorance of the volatility in Indonesia’s easternmost province, of which tension between migrants and Papuans is a part.
Papuans are utterly marginalized by the Indonesian government, from the ministerial level on downwards. They have the lowest life expectancies in Indonesia, the highest maternal and child mortality rates, the lowest educational levels, and the lowest incomes. In the hinterlands where most indigenous Papuans live, the presence of the state is found in shuttered schools and empty clinics. The area hosts the last active insurgency in Indonesia, and the majority of Papuans support independence because the state has no relevance in their lives. Special Autonomy has provided nothing beneficial to ordinary Papuans: returns from Papua’s mineral wealth are soaked up by a constipated bureaucracy or otherwise misused.
And then there’s migration. Migrants from other parts of Indonesia now constitute over half the population of Papua province. In 2010, the ratio of non-Papuans to Papuans was 52-48. The indigenous Papuan population grows at 1.84 percent a year; the migrant population, 10.82 percent. The 2014 ratio may be 60 migrants to every 40 Papuans.
In Papua’s towns, where the most of the functioning schools and health clinics are found, and where migrant populations are concentrated, the ratio is even more extreme. Jim Elmslie at the University of Sydney predicts that indigenous Papuans will be only 29 percent of the provincial population by 2020. If mines, palm plantations, and other extractive enclave investments continue to expand, unregulated migration will increase in tandem, and Elmslie’s prediction will prove to be conservative.
Migrants absolutely dominate Papua’s markets. Papua’s towns are characterized by migrant businesses operating in fixed and permanent abodes, while Papuan businesses are out on the sidewalks, with goods laid out on blankets: vegetables from garden plots, betel nut, shoe repair, and so on. Most Papuans engage in subsistence-level agriculture, petty trades, and day labor. The service industry favors hiring migrants, as do construction contractors. Papuans are generally found in either the civil service or in subsistence.
Papuans cannot compete for a few important reasons.
Firstly, education: migrants have benefitted from schools in their areas of origin: second- and third- generation migrants are concentrated in towns where their kids attend working schools. But rural areas where the majority of Papuans live have never benefitted from a systematic and functioning educational system. Papuans aren’t getting the educations that are required for market transactions, because most of the teaching positions are no-show jobs. Markets are not understood instinctively: we learn them theoretically in school and practically in business. Capitalist markets are themselves alien to Melanesian societies were exchanges are meant to form reciprocal bonds, not generate profit (this is why bargaining in indigenous markets doesn’t work).
Second, discrimination: most migrants do business within ethnic and extended family-based networks that have no place for Papuans except at the bottom rung.
Third, affirmative action: this aspect of Papua’s special autonomy dissolved into the awarding of no-show civil service jobs rather than the building of an effective workforce and managerial class.
The majority of ordinary Papuans are left behind in Indonesia: they have been cheated out of educations, healthy lives, and meaningful work. The migrants who surround them in the cities are emblematic of their marginalization. This is not the fault of individual migrants, who are only seeking to better their lives: the average Papuan and average migrant have more in common with one another than they have with their own predatory elites. But current migration is viewed as nothing but a continuation of the previous transmigration program, with new arrivals resembling an undifferentiated mass of invaders who are taking jobs and economic opportunities. Papuans see migration as different points on the same continuum that ultimately leads to their extinction.
Under transmigration, the poor from densely populated islands like Java, Bali, and Madura were shipped to lesser-populated parts of the archipelago — Maluku, Sumatra, Kalimantan and Papua. It relocated as many as 20 million people, with the greatest numbers settled in Kalimantan and Sumatra. Javanese were primary transmigration targets because Java is one of the most densely populated areas on earth, and this was transmigration’s primary concern. It was also a social engineering experiment: officials in the Suharto era were never shy about their intention to blur ethnic boundaries in the interest of solidifying an ‘Indonesian’ identity. Transmigration didn’t succeed in alleviating poverty; instead, it distributed it, and the preponderance of transmigrants that now work as airport porters and ojek drivers in Papua attests to this.
Between 750,000 and one million transmigrants were sent to Papua: low indigenous population density ensured that they would create huge sociological and demographic impacts. They were given incentives to relocate, including grants, land and homes. Papuans were provided no such things. Health and education services were provided in migrant areas: Papuan areas did not receive the same services. Traditional land ownership was not recognized and compensation was not given for land seized to make way for these new settlements. When Papuans tried to assert their rights over the land, they were answered with violence. This also reveals the depths of the minister’s ignorance about this issue: every square meter of Tanah Papua is claimed by a clan or extended family that derives sustenance from it, worships the ancestors that dwell in it, or simply has used it in the past and plans to use it in the future. Many of these borders were fought hard for, drawn in blood in the time before Indonesia. None of this land is “empty.”
Transmigration was drastically reduced after Suharto’s fall. At present, such population transfers are generally based upon provincial requests, of which none will be forthcoming from either Papua or West Papua. Governments there have rejected the program.
Papuans need what other Indonesians need: the rule of law and protection from the predations of their own elites. They need health care; a functioning educational system; controls on migration; a legitimate affirmative action program, not just in Papua, but nationally; and an equitable distribution of the wealth that their land produces, not simply an allowance for elites to siphon funds. Papuans need a special autonomy law guided by legislation and with limited discretionary funds: the “special autonomy plus” draft created by the government of West Papua contained many of these provisions but they were not incorporated in the flawed final draft which was ultimately rejected by Jakarta. That rejection is an opportunity under Jokowi’s administration.
The last thing that Papuans need is transmigration. By asserting that Javanese transmigration will be re-started in Papua, either the minister has no clue what he’s talking about, or, more frightening, he knows exactly what he’s talking about. I’m betting on the former. He should do a little research before he speaks: Papua is not a stage for a new minister’s fatuous utterances to the press.
This underlies the need for the Jokowi administration to rapidly design an innovative policy on Papua that transcends failed past approaches that were founded in the belief that every problem can be solved with either cash or guns. 2) Police personnel dismissed  for allegedly selling ammunition 
An officer from the Nduga subprecinct police station in Nduga regency, Papua, First Brig. Tanggam Jikwa, has been dismissed from his unit for having violated ethics and discipline as a member of the National Police.
The police’s code of ethics commission head, Comr. Irwan Sunurdin, said Tanggam was proven guilty of selling ammunition to an armed civilian group at Papua’s Pegunungan Tengah region.
“Tanggam was proven to have repeatedly committed violations. He was proven guilty of having violated rules; therefore, we sanctioned him in accordance with Article 22 of the National Police decree No.14/2014 on the permanent dismissal of a National Police member,” said Irwan when he read out the commission’s ruling during a code of ethics session in Jayapura, Papua, on Monday.
Tanggam was arrested in Wamena on Sunday, together with the armed group leaders, Rambo Wendan and Rambo Tolikara, as well as several other members.
During the raid, Tanggam was caught red-handed selling 29 rounds of ammunition worth Rp 3.5 million (US$287.64). The Nduga Police officers later found 231 rounds of assault rifle (SS1) ammunition when they searched Tanggam’s house.
During the investigation, Tanggam admitted he had sold ammunition to the armed group, saying that he was forced to do it in the hope that he could get his firearm back, which was lost in 2013.
Tanggam said he lost his revolver when riding on a two-wheeled vehicle with a local resident. Tanggam then began to make friends with the local armed civilian group in hopes of getting his lost revolver returned to him.
In April, Tanggam sold 18 rounds of ammunition to the Rambo Tolikara group, from which he earned Rp 600,000.
Tanggam never had his revolver returned by the armed group by the time he was arrested on Sunday.
Tanggam was reported to have committed ethical and discipline violations three times. In 2011, he was detained for 21 days for having been proved careless in carrying out his duties so that a prisoner was able to flee from a detention facility. Tanggam was also reported to have once been involved in a fight with a police officer colleague and had often run around drunk.
Apart from the code of ethics trial, Tanggam also will face charges in front of the Jayapura District Court. (ebf)(++++)

Jayapura, Jubi – It is difficult to end ammunition and firearms smuggling into Papua because of porous border control, said Cenderawasih XVII  Military Commander Major General Fransen Siahaan.
Despite utmost efforts to guard the border, there are still many gaps and opportunities for those who have the intention to smuggle ammunition, Siahaan said.
“Military police have not been able to close the gaps and there are definitely opportunities for rogue elements to help supply ammunition to armed groups or separatists,” he said on Wednesday ( 5/11).
He said he hoped that the community could trust the military police forces in maintaining security in order to realize the peaceful land of Papua. “We also support the true vision and mission of the Governor in order to achieve a peaceful land of Papua,” he hoped.
The media reported earlier five suspected suppliers of ammunition and firearms had been arrested by Special Teams Police in Papua I and Manokwari, West Papua, on Saturday (1/11) and  taken to the police in Papua on Tuesday (4/11).
They are Saiful Duila, (26),Stenly Salmau (37), Amirullah (34), Leonard Takaria (34) and Herry Lawalata (19).
Papua Deouty Police Chief  Brigadier General Paulus Waterpauw said police investigators are investigating from where the ammunition came from and why  the suspects had the ammunition and firearms.
“Whether it is used for armed groups or for their own benefit, it is still being investigated,” Waterpauw said. (Indrayadi TH/ Tina)

4) Regent Promises to Improve Merauke Hospital’s facilities


Merauke, Jubi – Merauke regent, Romanus Mbaraka, visited the State Hospital and promsied to improve facilities there.
The regent said that many shortcomings were found in the hospital and that the surgery room and other medical facilities should be improved.
“Yes, we will make some improvements in health sector and will be focused in 2015,” he told reporters on Thursday ( 6/11).
“I also visited ICU room. It will be discussed with the Head of Medical office and Director of the Hospital to find better place strategically in order to maximize service to the community, “he said.
He added that in 2015, it will be built as well as the hospital type B for the referral of the patient in the southern region of Papua ie Mappi, Asmat, and Digoel. “We will soon be realized, because this is also one of the programs of the Papua Governor, Lukas Enembe,” he said.
Merauke Health Chief Stephen Osok said the hospital still lacks adequate facilities and efforts will be made to improve it.
Asked about the plan to build a Type B hospital, he said the government has prepared a location. “We have planned it for long time and the governor is paying serious attention to it,” he added. (Frans L Kobun/ Tina)

Jayapura, Jubi – Thirteen years ago, on Saturday, 10 November 2001 at 10:30 Papua time, the Tribuana Taskforce Unit Commander (Military Special Force), Colonel Infantry Hartomo came to pick up the Papuan pro-independence leader Theys Hiyo Eluay at his house. Thirty minutes later Eluay departed from his house to Matoa Hotel to attend the Papua Presidium Council’s meeting. But he never returned home in Sentani.  
The next day, on 11 November 2001, he was found dead in his car at KM 9, Koya, Muara tami, Jayapura. His body was found in a sitting position with two legs stretching forward and red marks on his belly. No one denied that he was murdered.
Two years later, seven members of the Tribuana Taskforce Unit of the Military Special Force were brought  to the Supreme Military Court in Surabaya. On 21 April 2003, the judge convicted them of murdering Theys Hiyo Eluay. They are the Lieutenant Infantry Hartomo, Major Infantry Donny Hutabarat, First Lieutenant Infantry Agus Supriyanto, Soldier Chief Achmad Zulfahmi, Captain Infantry Rinardo, First Sergeant Asrial and First Sergeant Laurensius.
And years later, the government still forgets that not only has the crime  taken Eluay’s life, but his driver Aristoteles Masoka, who was 23 years old, were missing and never to be found again.
Rights activists who investigated the murder case of Eluay found a witness who later admitted to taking Aristoteles Masoka to the Tribuana Taskforce Unit Office in Hanurata-Hamadi.
The witnesses admitted they were at around the Pemda I Entrop-Jayapura housing when Eluay was kidnapped. They saw a dark blue car headed the same dark color car that later known as Eluay’s. Two men came out of the headed car and punched on Aristoteles and tried to pull the car’s door. They could seize the Eluay’s car and drove until 50 meters from the scene.
Masoka was thrown out of the car. He run and asked the witnesses to drop him to the Tribuana Taskforce Unit Office at Hanurata-Hamadi. They dropped him around five meters from the office. This is the last information founded about Aristoteles Masoka, although later the civil society group’s investigation mentioned a witness who attended the same event that also attended by Eluay before he got killed, saw someone embraced by two men came into the room from the entry.
Until now, Aristoteles Masoka remains a mystery. If the murder investigation of Theys Eluay ended with the sentence of the seven members of Military Special Force at the Military Court, but the missing of Aristoteles Masoka who should be a key witness for the murder case has not yet investigated.
Meanwhile, on the other hand, the convicted soldiers after their sentence continue to get carrier promotion. A researcher and freelance journalist Made Supriatna wrote about it in the web indoprogress.com.

Jayapura, Jubi – Investors owning palm oil plantations are a threat to indigenous Papuans, said the chairman of Meepago Customary Council, Ruben Edowai.  
The affiliate company of Goodhope Company owned by the transnational company of Srilanka origin Carson Cumberbatch, PT. Nabire Baru holds 32,000  hectares of land in Nabire Regency, while in Sirna Village, PT. Sariwana Adi Perkasa hold eight thousand hectares of concession area.
“In reality, the investors take a broader location to the west of Nabire,” Edowai told Jubi by phone on Sunday (9/11).
Currently, PT. Indo Primadona Perkasa is planning to open the palm oil plantation in the area located between Yaur and Teluk Umar sub-districts, following PT. Sawit Makmur Abadi and PT. Artha Nusa Agrindo who got a permit in 2014. Both companies owned 40,000 hectares and 19,377 hectares of plantation areas each in Nabire.
“All of this has damaged us and our nature. The investors and owners of palm oil plantations have destroyed the government’s regulation, morality, culture and religiousness,” he said.
Meanwhile, the Chief Executive of Customary Administration of Nabire Region, S.P. Hane Bora said their lands, forests and people are nearly exhausted. Water resource and all creatures surrounded are gone when those investors came. According to him, the social injustice in Nabire is getting worst because the indigenous people whose have the land tenure rights are uneducated. “The local people there are not school graduated, so the investors used their weakness for their own profits,” said Hane Bora.

Between 4th-7th November 2014, representatives of indigenous communities, environmentalists and human rights defenders from every corner of West Papua met in Jayapura to discuss problems linked to the forestry and large-scale plantation industries, which in recent years have been expanding rapidly throughout the island. This was an important meeting, as the difficulties and expense of travel around Papua means that communities are frequently isolated to face the companies alone, even though the problems they face are remarkably similar. With many more plantation companies set to start operations within the next few years, and timber companies still keen to harvest high-value logs, it is also vital to share the (often bitter) experiences of communities which have already seen how these industries operate, and also to formulate some common platform of demands with which to confront government and policy makers.
Participants at the event heard about the long-term injustices connected with plantations in Jayapura, Keerom and Boven Digoel, where land was taken with military backing during the Suharto dictatorship causing problems which are still not resolved. In Papua’s deep south, participants told of how they have been marginalised by plantations connected to the MIFEE agribusiness development. Others from Sorong, Nabire and Mimika, told of how they were unprepared for the problems which started unfolding as the companies moved in. Delegates from Bintuni and Wondama Bays explained how the effects of the timber industry on communities are no less destructive.
In many of these cases, the same problems could be seen to emerge time and time again: intimidation from military and police officers supporting the companies, loss of livelihood as the forest is destroyed, companies’ broken promises to bring development to communities, environmental problems such as pollution, flooding and loss of water sources. Taking all this into account, the participants agreed to call on all agencies involved in allowing these industries to address these problems.
Top of the list was a call for a 10 year moratorium into for large-scale plantation and forestry investment, during which time part violations should be resolved, and the challenge of finding a way that these industries could exist on indigenous land without disadvantaging indigenous people. Hopefully we will translate some of the testimony on this site soon, in the meantime here is the full list of recommendations:

Dialogue on Building a Green Economy and Sustainable Development

Today, Friday the seventh of November two thousand and fourteen, in the Maranatha Convent, Waena, Jayapura,
After hearing and discussing Reports of Victims of the Forestry and Large-scale Plantation Industries from throughout the land of Papua, and also discussing various developments in development policy, we as representatives of indigenous communities from twelve Regencies or cities throughout the land of Papua, want to hereby make clear that the state has violated and ignored our human rights, by not protecting, respecting and advancing the rights of indigenous communities throughout the land of Papua, including: acts of discrimination, repression and expropriation of what rightfully belongs to indigenous people throughout Papua. These human rights violations, which have occurred between 1982 and 2014, have caused great loss for indigenous people, as their social and cultural fabric and their natural environment disappear. Because of this, we as representatives of indigenous people who have suffered because of the forestry and large-scale plantation industries, coming from twelve regencies and cities, hereby state the following:
1. To the President of the Republic of Indonesia, to issue a ten-year moratorium on forestry and large-scale plantation development throughout the land of Papua. During the moratorium period, the government would resolve the different problems and violations of indigenous communities’ rights that have already occurred, and amend policies and legislation currently in force in the land of Papua.
2. To the Governors of Papua and West Papua Provinces, to reconsider all policies concerning the granting of permits for the forestry and large-scale plantation industries which disadvantage indigenous people across the land of Papua.
To the Commander of Military District XVII Cenderawasih Command and the Papuan Police Chief, to discipline and take action against any members of the military and police forces who openly participate in pressurising and intimidating indigenous people that wish to defend their rights throughout the land of Papua. Also to take action against members of the forces who are either directly engaged in illegal business involving forest products, or back-up and protect others in such businessses.
4. To Bupatis and city mayors throughout the land of Papua, to end the practice of unconditionally giving out permits and recommendations in the forestry and large-scale plantation sector.
To the honourable members of the Papuan and West Papua People’s Assemblies (MRP), to hold a Special Dialogue with the Energy and Mineral Resources Ministry, and the Environment and Forestry Ministry, concerning making changes in policy and regulations related to forestry and large-scale plantation investment in the land of Papua, both ongoing and in the future, which would be based on indigenous peoples’ rights and the spirit of Papuan Special Autonomy.
To the Provincial Legislative Councils in Papua and West Papua, to form a Special Committee to conduct investigations into the violations of indigenous communities’ human rights in the land of Papua, which are a result of policies and investment activities in the forestry and large-scale plantation sector.
To Customary Tribal Councils throughout the land of Papua, to organise reconciliation and customary assemblies in each area to map the customary lands of each tribe/ethnic group and follow up the findings of this Meeting of Community Victims of the Forestry and Large-scale Plantation Industries.

Time to demilitarize the Wiki Bahasa version
With the great hope for Indonesian democracy, President Joko „Jokowi‰ Widodo, taking office last month, pro-democracy groups in the country are buzzing. They are asking that he tend to unresolved injustices like grievances in remote Papua, reconciliation for the bloody 1965 „anti-communist‰ purges and the abductions of political activists in 1997-1998.

I have a simpler request, and it goes for Indonesian NGOs and pressure groups also. Bring balance to the Indonesian version of Wikipedia. While it may not always be the most accurate or objective source of information, Wikipedia is certainly a popular source of information. Indeed, the Bahasa version of Wikipedia is approaching one million articles. So the Indonesian public is not well served if articles about certain retired generals and political groups are presented in a one-sided manner in Indonesian.

For example, when it talks about former general AM Hendropriyono, who was a transition team advisor to Jokowi, Wikipedia Bahasa verges on propaganda. So, too, when it talks about East Timor and the separatist Free Papua Movement (OPM).

Wikipedia‚s Indonesian version tells Bahasa Indonesia speakers that, during his early days as a special forces commander, Hendropriyono „not only paid attention to the welfare of his soldiers, but also to their discipline.„ In 1991, Hendropriyono „wisely and methodically moved coffee farmers from a protected forest‰ in two sub-districts of Lampung province. It also vaguely notes an incident in Lampung in 1989, when Hendropriyono „succeeded in eliminating potential radicalism that was growing in the Talangsari area‰ („berhasil mengeliminasi potensi radikalisme yang tumbuh di kawasan Talangsari‰). The entry doesn‚t mention accusations that at least 27 farmers were killed by Hendropriyono‚s soldiers during this incident.

Nor does the article mention Hendropriyono‚s suspected involvement in the murder of activist Munir, who died on board a Garuda Indonesia airliner in 2004 after being poisoned. Or his suspected funding of pro-Indonesian militias who murdered over 1000 civilians in East Timor in 1999.  The only hint of his controversial past is a revision on Aug. 20, 2014 that says vaguely: „Hendropriyono is said to have been connected to a number of human rights violations.‰

Sutiyoso, a former governor of Jakarta, gets similarly flattering treatment. The article mentions that Sutiyoso became governor for two periods (1997-2002, 2002-2007). It praises his efforts to reduce traffic congestion but avoids mention of Sutiyoso‚s questionable progress in addressing overcrowding, poor drainage, crime and many other problems.

In fact, after 10 years with Sutiyoso as Jakarta governor, the city was ranked one of the least liveable in the world. The Mercer rankings for 2008 had Jakarta at 146 for liveability, slightly behind Bangalore and Mumbai, which ranked 140 and 142, respectively, and far behind Kuala Lumpur and Bangkok, ranked 75 and 109 respectively. When Munir and other leading social activists criticised Sutiyoso‚s handling of floods in Jakarta in 2002, they were physically assaulted by hired thugs.

A section about Sutiyoso‚s „coffee mornings‰ with community leaders might suggest he was a popular democrat. The article doesn‚t mention that he was hand-picked by Suharto for his first term as governor and appointed indirectly by members of parliament for his second term. Sutiyoso, also a former general, was the last Jakarta governor to reach office without a direct election. 

It also doesn‚t mention that he was governor when hired thugs attacked an opposition political party‚s headquarters in 1997, or that Sutiyoso is suspected of being involved in various corruption cases. One suspicious case was the alleged bribery of senior Indonesian Democratic Party of Struggle (PDI-P) official Roy Janis and Taufik Kiemas, the husband of PDI-P chair and former President Megawati Sukarnoputri, in 2000. (PDI-P is also Jokowi‚s party, although he only became active in 2005 when he became mayor of the East Java city of Solo.)

Later, Sutiyoso‚s own deputy recommended he be investigated for corruption over land titles.  While presenting Sutiyoso as popular, the article omitted to mention that Sutiyoso has, since 2010, been the chairperson of a political party, PKPI, which received less than 1% of the vote in the 2014 national legislative elections.

Sutiyoso did well to serve as governor of Jakarta for a decade without being prosecuted for corruption, but the article might have been more balanced if it had mentioned some of the many queries that have been voiced against him.

In contrast, in covering more prominent Indonesian military figures, like Suharto, Prabowo Subianto and Wiranto, Wiki-Bahasa is balanced. The English version of Wikipedia is far less detailed in its information about Hendropriyono and Sutiyoso, but also less glowing in its praise.

In the cases of Sutiyoso and Hendropriyono, the history tab of each Wikipedia page reveals there was much minor editing this year, and many different editors seem to have been involved. However there has been very little debate over substantive issues, such as whether specific events or accusations are included, or whether particular terminology is too strong.

Besides being used as an apparent vehicle for certain retired Indonesian generals, the Bahasa version of Wikipedia also contains more general propaganda. It still tells Indonesians that their country invaded East Timor on Dec. 7, 1975, following a request from a Timorese political faction in November of that year. In fact, numerous Indonesian military personnel, including Sutiyoso himself, have admitted they were fighting in East Timor at least a month before the November 28 plea for help arrived. Wiki-Bahasa further explains that, „The population wanted to integrate with Indonesia because they had the same culture as their brothers in West Timor.‰

No wonder many Indonesians were confused in 1999 when 79.6 percent of voters in East Timor rejected integration with Indonesia! A related Wikipedia article on Timor Leste, the young country‚s formal name, refers to fighting in 1976-1980 and 1999 as an internal conflict among Timorese.

The English version of Wikipedia is more balanced (or arguably too critical, from an Indonesian military point of view) about what it terms the Indonesian „occupation‰ rather than „integration‰ of East Timor.

The Bahasa version of Wikipedia similarly offers a distorted view of the Free Papua Movement (OPM). Indonesians are told OPM „rejects economic development and modernity.‰ The same opening paragraph explains that OPM received funds from terrorist groups in Libya and China. The second paragraph notes that the organisation is traitorous. Indonesians would come away from this article with a very limited understanding of OPM or the enduring troubles in the restive province. In contrast, the English Wikipedia description of OPM, and even a separate Bahasa Wikipedia article on conflict in Papua in general, are far more balanced.

This article does not judge whether Hendropriyono or other former generals are worthy of wielding influence under Jokowi. Nor does it judge whether separatist movements are right or wrong. But as democracy develops in Indonesia, Indonesians are seeking balanced information on political affairs. Perhaps the Bahasa version of Wikipedia, as it grows, will see increasing debate between the lingering Suharto-era „black and white‰ versions of history and the newer, more realistic „shades of grey‰ view of history.

THE fifth director of the National Gallery of Australia has barely got his feet under the desk and yet he doesn’t hesitate to name his favourite artwork from the national collection.
Former National Gallery of Victoria director Gerard Vaughan started on Monday in the ­nation’s most-scrutinised art-sector job, responsible for overseeing the $4.86 billion Canberra collection seen last year by 810,000 visitors.
“Even if I was just in and out to visit Ron (previous director Ron Radford), I could never leave this building without finding the Lake Sentani figures,” Vaughan said yesterday after his first press conference in his new role.
“I regard it as one of the finest works of art in this country.’’
The 19th-century wooden carving of a male and female from the central north coast of West Papua have been described as among the most significant surviving Pacific artworks.
In 1929, French Surrealist Jacques Viot dredged the sculpture from remote Lake Sentani, about 12km from the West Papua shoreline, where an old ceremonial house had collapsed.
The figures became well known to the Surrealists, were photographed by Man Ray and are thought to be the inspiration for Max Ernst’s 1935 Lunar ­Asparagussculpture. They were acquired for the national collection in 1974 by founding director James Mollison.
Vaughan intends to move the figures to a more prominent place where they might greet all visitors, just as the famous water wall engages visitors at the NGV, where he was director for almost 13 years until 2012.
“It’s deeply moving, very beautiful aesthetically but it does have a power and a presence,” he said.
Vaughan also quipped that on account of many historical documents pertaining to them, the figures also have indisputably sound provenance.
The 61-year-old has pledged to make the NGA more transparent and to embark on a provenance research project to address concerns about items in the NGA’s collection found to have been bought without sufficient due diligence.
Last month, Tony Abbott returned to India a Dancing Shiva bought for $5.6 million and found to have been stolen from a southern Indian temple.
Two dozen other items bought for $6m from the same dealer have been rendered worthless until their collecting history is checked.

Experts have said Papua still has huge potential to contribute to land-based carbon emission reduction efforts because it has a lower level of carbon emissions from the land sector compared to other regions in Indonesia.
World Agroforestry Centre (ICRAF) Indonesia coordinator Sonya Dewi said Papua was the province with the largest forest coverage in Indonesia.
“As of 2013, forests in Papua cover 31,687,680 hectares of land, which is equal to 27 percent of total primary forest coverage in Indonesia,” said Dewi in Jayapura on Thursday.
She said with this potential, Papua could play a vital role in initiatives to reduce carbon emissions from the land sector.
Dewi was speaking on the sidelines of a two-day ICRAF workshop to review the implementation of the Participatory Monitoring and Evaluation by Civil Society on Land-use Planning for Low Emissions Development Strategy (ParCiMon) and the Locally Appropriate Mitigation Action (LAMA-1) programs.
Dewi said ParCiMon was designed to support Papua in achieving its low emission development targets as part of its contribution to the national climate change mitigation strategy.
“The project is focused on developing the capacity of civil society to be able to participate in the planning, monitoring and evaluation process of land-based low emission development activities,” she said.
The ParCiMon project is being carried out in three regencies – Jayapura, Jayawijaya and Merauke – for four years from January 2013 to December 2016.
Meanwhile, LAMA-1, a capacity-building program to help local administrations in formulating good land use planning as a solution to realizing low emission development, is taking place over four years from July 2013 to May 2017.
Dewi said that halfway through the implementation of ParCiMon and LAMA-1 projects in Papua, a number of activities conducted had resulted in several crucial initial lessons.
“In Jayapura regency, the Low Emission Development Initiative Working Group has been successful in implementing two mitigation actions through development plans, namely reforesting critical land and rehabilitating sago palm forests in Sentani,” she said.

Suyanto, team leader of ParCiMon and LAMA-1 from ICRAF, said lessons learned in the three regencies would hopefully give input to stakeholders at the provincial level in anticipating the national action plan for reducing greenhouse gas emissions (RAN-GRK) which would be implemented in regency and municipality levels soon. Two Indonesian Military (TNI) soldiers from the Cenderawasih Military Command, believed to have sold ammunition to an armed civilian group, are at risk of being dismissed from their units for betrayal of their units and the country.
“Both are regarded as betrayers of the country as they are believed to be involved in the sale of ammunition to an armed civilian group. Both of them will be legally processed at the Military Tribunal and then dismissed,” said Cenderawasih Military Command chief spokesman Col. Rikas Hidayatullah in Jayapura on Friday.
The men have been identified as Urbanus Wenda, who is entering retirement, and active TNI member Arsyad Wagab. Both are believed to be members of an ammunition-selling gang involving policeman Tanggam Jikwa, who had undergone a code of ethics hearing earlier and been dismissed from the police force.
The soldiers’ involvement in the case was disclosed after a special team from the Papua Police headquarters arrested Tanggam, together with Rambo Tolikara, Rambo Wenda and three other members of an armed civilian group in Wamena, Jayawijaya, Papua, on Oct. 28.
During the arrest, police found evidence in the form of two ammunition magazines and 29 bullets of 7.62 caliber, believed to be owned by the two soldiers.

The National Commission on Human Rights (Komnas HAM) has started to publicly release their executive reviews of probes into seven major unresolved cases of human rights abuses. The releases, begun Friday, are intended to raise public awareness and put extra pressure on President Joko “Jokowi” Widodo to settle the cases.

The unresolved cases consist of the 1989 Talangsari massacre, the forced disappearances of anti-Soeharto activists in 1997 and 1998, the Trisakti University shootings, the Semanggi I and Semanggi II student shootings in 1998 and 1999, the mysterious killings of alleged criminals in the 1980s, the anti-communist massacres of 1965 and the various abuses that took place in Wasior and Wamena in Papua in 2001 and 2003 respectively.

The executive summaries, which cover the commission’s findings concerning the alleged human rights violations and its recommendations to the state to prosecute the cases, would soon be made available on the Komnas HAM website. The commission will also distribute copies to human rights groups and networks.

“These documents need to be taken by the public as a collective effort to understand the importance of the process of settling gross human rights violations,” commissioner Roichatul Aswidah told a press conference on Friday.

However, the summaries do not mention the identity of the alleged perpetrators because of arguments that such details should only be presented to law enforcers or courts.

For example, in the summary of its report on the probe into the Talangsari case, which was completed in July 2008, the commission found 130 civilians were murdered by the military and the police in the Lampung massacre. 

According to the document, there were 19 individuals who were allegedly responsible in the case, including Gen. (ret) AM Hendropriyono, because they were the ones in charge of the military and police units allegedly involved in the 1989 incident in Lampung, which was sparked by allegations that residents were attempting to set up an Islamic state.

“What we need is the President to show his commitment in his Nawacita [or nine programs, one of which prioritizes a just settlement of past human rights violations],” said another commissioner, Natalius Pigai. “And it actually does not need to be hard work since he only needs to issue a presidential decree ordering the attorney general [to handle the case or to set up an ad hoc human rights tribunal].”

The 2000 Law on Human Rights Trials allows the Komnas HAM to follow up reports on alleged gross human rights abuse cases and to conduct preliminary investigations, but gives the authority to investigate and prosecute those cases to the attorney general. The law also stipulates that an ad hoc human rights court can be set up by a recommendation from the House of Representatives and a decree by the President after obtaining the investigation results from the two institutions — the Komnas HAM and the attorney general.

Only minutes after the press conference, a human rights group, the Commission for Missing Persons and Victims of Violence (Kontras), along with several victims of the Talangsari case, went to the Komnas HAM to demand it summon Hendropriyono for him to reveal the truth about the incident.

Roichatul said, however, that her office had decided not to summon Hendropriyono because their probe had been completed. 

“I assure you, our investigation found that it was a killing, not a suicide,” Roichatul said, later handed out the executive review to the activists. “Just like it is stated in the documents […] Now, these are now becoming a public document.”

1) Saifi Community Rejects Palm Oil Plantation in Sorong Selatan Regency


Sorong, Jubi – Residents in Salfi Sub-district of Sorong Selatan Regency  rejected the local government’s plan to invite a palm oil plantation company to their area, said Customary Council community leaders.
“We absolutely reject it, because it would affect to the sustainability of our dense forest,” the Secretary of Sekanoi Customary Council Simson Sremere said. He further said the plam oil plantation would threat and damage the forest sustainability in their customary area.
“In addition, the deforestation for the palm oil plantation could threaten the habitat of various animals in our forest,” he said.
The presence of a palm oil company could have an adverse effect on the local economy and marginalize the local community as the company would  tend to hire  migrant employees.
Meanwhile, a youth leader from Sayal Vilalge, Maikel Ajamsaru asked the Sorong Selatan Government to decline the MoU with the major investment companies who threat the ecosystem within other regions in Sorong Selatan Regency. “Local government must review some agreements with the future investment companies,” kata Ajamsaru said. (Nees Makuba/rom)

2) 16 Street Children in Merauke Receive Graduation Certificates


Merauke, Jubi – Sixteen street children in Merauke City received graduation certificates through Paket A Education Program (the elementary out of school program).
“To those children, we embraced and encouraged them to continue their study through Paket A Program in order obtaining the graduation certificate. So they can continue to the higher education. Sixteen children has finished their examination and obtained the certificate,” the Wasur One-roof High School Principal. Sergius Womsiwor told Jubi by phone on Thursday (13/11).
He admitted to keep encourage the children and motivate them to continue their study in the formal junior high school, but the constrain is their jobs as waste pickers.
“It becomes a major constraint. We are difficult to accommodate it well. Furthermore, they won’t be in one place, but scattered. So it’s not easy to attach them everyday in one place,” he said.
Earlier, the Head of Merauke Social Office, Latang Hasan admitted many Papuan Children work on the street as garbage pickers or beggars in front of the stores. However, it’s seasonal. Though the government wants to accommodate those children, but their parents refused. He added that most of the children come from Mappi and Asmat. 3) Papuan Students Dominate Wasur One-roof High School


Merauke, Jubi – To address education problems in Merauke Regency, Wasur One-roof High School Principal Sergius Womsiwor is offering greater opportunities for indigenous Papuans to be educated in the school. Of 779 students at the school, 667 are Papuans.
“We have been too rigid with many of the rules for years. Many indigenous children were not able to obtain good education, while they have an equal right to education. They must be offered opportunities. The school will provide facilities for indigenous students. I believe if they can make it if they have a chance,” said Womsiwor to Jubi on Wednesday (12/11).
In addition to junior and senior high school, one-roof school is also offering early childhood education (PAUD), kindergarten (TK) and out-of-school learning groups for elementary and high school.  There are 88 children learned in Paud and TK, and 68 students joined the out-of-school learning package.
“This is an integrated school. We offer the opportunity for those who want to study and get a certificate,” he further said since he was committed to continue encouraging the indigenous students to come to the school for pursuing their future dreams.
“They can stay in the school dormitory, go to the school and learn. I’ll do my efforts to fulfill their needs. So far the food and school supplies have been fulfilled,” Womsiwor said.

4) Deputy Regent Opens Seminar on Eradication of Illiteracy

Deiyai, Jubi – Deiyai deputy regent Agustinus Pigome officially opened a seminar on the Eradication of Illiteracy.
“Hopefully, this seminar will be useful in combating illiteracy in Deyai,” Pigome said in TIGI Hall, Deiyai Regency, Papua on Thursday (6/11).
He said he strongly supported the program as part of efforts to empower women and protect children.
“I hope all the participants will attend and apply what they get in the seminar,” he stated.
Seminar chief organizer Martha Bleskadit said the purpose of the seminar was to reduce adult illiteracy rate in Deiyai regency and encourage the community to participate in the eradication of illiteracy.
“It aims at encouraging and motivating women ito improve the quality of life of women in all areas of development,” she said.

5) Local Community Wants Mamberamo Foja Sanctuary to Become National Park

Burmeso, Jubi – A 2-day workshop and seminar held in Burmeso, Mamberamo Raya Regency (7-8 November 2014) resulted an agreement to encourage the upgrading status of the Mamberamo Foja Wildlife Sanctuary to become a National Park.
The Director of Yayasan Lingkungan Hidup (Environmental NGO – Yali) Papua, Bastian Wamafma said several recommendations were made during the seminar. One of the important recommendations is the customary people who live in the Mamberamo Foja Wildlife Sanctuary asked the Forest Office and related stakeholders to endorse the alteration status of the sanctuary.
“The recent status of Mamberamo Foja area is a Wildlife Sanctuary. The local community asked to change its status to a National park, to bring access towards road development or other developments,“ said Wamafma in Burmeso on Saturday (8/11).
The villagers, he further said, have gave their supports by signing a letter for the Mamberamo Customary Council Chief to be forwarded to the regional and central governments. Meanwhile, the Head of Technical Division of BKSDA Papua, Christian Mambor said the villagers’ signed letter would become the key approval and important attachment to encourage the alteration process of sanctuary status.
“If this is representing the common needs, including the customary people and Regional Government, therefore the Provincial Government and BKSDA Papua will propose this alteration to the Central Government,” said Mambor. “
He further thought the process need to follow up immediately to ensure the customary people to have the utilized space and zone within the Mamberamo Foja area. Burmeso, Jubi – The large size of conservation forest in Papua has proved to be a challenge for the Papua Natural Resource Conservation Agency (BKSDA) to manage and monitor protected animals and plants.
“The size of forest in Papua is approximately 31.5 million hectares, or about 24% of the entire sizeof Indonesian forests. About 21% or 4.4 million hectares of conservation areas in Indonesia is located in Papua,” the head of BKSDA Technical Division, Christian Mambor, said in Burmeso on Saturday (8/11) in his presentation at the Workshop and Seminar on Conservation Area Management in Papua and Mechanism of Status Alteration of Mamberamo Foja Wildlife Sanctuary to National Park organized by the Yayasan Lingkungan Hidup (Environmental NGO – Yali Papua).
Mambor mentioned in his presentation that Java island has fifteen Technical Implementation Unit (UPT) to manage the National Park and Natural Resources Conservation Agency, while Papua that three times broader than Java island only has three UPTs with 126 employees and limited supporting facilities. The current condition has made BKSDA Papua difficult to manage and monitor the conservation area in Papua. As consequence it’s hard to control the smuggling activities of the protected endemic animals and plants in Papua.
Meanwhile the Mamberamo Customary Council Chief Wempi Bilasi said the Central Government must regard the BKSDA Papua by providing grant and adding some UPTs to manage the conservation area in Papua to save the forests as well as the endemic animals and plants of Papua.

7) Papua Students in Sulawesi Utara Going Home Due to Threats

Abepura, Jubi – Papuan students of Asmat origins are leaving the Lorong Kalutai of Tomohon Utara Sub-district, Tondano Selatan, Sulawesi Utara because they feel their safety is threatened.
“They left this town (Tondano) due to concerns about their safety. Every night irresponsible people disturbed their dormitory,” said a Papuan student in Manado, Yanowarius Lagowan in a text message to Jubi on Tuesday (11/11).
The Papuan Student Association chairman in Tondano, Agust Kangoro confirmed the Papuan students of Asmat origin are returning home. “That’s right. There were 17 students who departed today by ship and six have departed last week. So the total is 23 students,” Asmat student Kangoro told Jubi on Tuesday (11/11).
He said his colleagues decided to leave the town for their safety. “It’s related to a Papuan student’s murder case. They will return if the problem is over,” he said.
Earlier, on Monday (20/10), about 20 Papuan students from Raja Ampat and Serui have returned to Papua, followed by several Papuan students from southern Papua who departed from Manado on 25 October. According to the Papuan Student Association (Imapa) Chairman in Sulawesi Utara, Yemto Tabo, about 200 Papuan students had left their studies in Manado and Tondano.
Meanwhile, students’ expectation over the provincial government of Papua and West Papua to visit Sulawesi Utara to accommodate the conflict resolution is finally realized. The website mymanado.com reported the First Assistant of Papua Government, Doren Wakerkwa led the government representatives to meet with the local heads of Sulawesi Utara in Manado. The delegation even met the Police Chief Brigadier General Police Jimmy Palmer Sinaga.
According to Wakerkwa, the purpose of his mission is for reconciliation to ensure the Papuan students were guaranteed safe and secured during their studies in Sulawesi Utara. He also said about the delegation’s plan to reconcile the Papuan students, both provincial government of Papua and West Papua, Papua Police Chief and Cenderawasih XVII Military Commander with the Provincial Government of Sulawesi Utara, Sulut Police Chief and Tataaran local community.
“There should be a joint declaration between the Provincial Government of Sulawesi Utara and the Provincial Government of Papua and West Papua in regards to Papuan students’ safety here,” Wakerkwa said.

8) 20 Paramedics and Nurses Will Study at Uncen’s Faculty of Medicine


Biak, Jubi – The government of Bial Numfor will offer an opportunity to 20 paramedics and nurses to continue their studies at the Faculty of Medicine of Cenderawasih University in 2015.
Besides improving health infrastructures, the local government is also focusing on human resource development.
“They are paramedics and nurses who work in community health centers and hospitals. This program is aimed to build human resources capacity in order to improve health services to communities,” said the acting Biak Numfor Regent Thomas Alfa Edison Ondy when opened the ceremony of 50th National Health Day in Biak Heath Office on Wednesday (12/11).
He added within 2015, his office would also sign an agreement with the students of fifth semester majoring health and education. “When they’re graduated, they could directly work as civil servants in the Biak Numfor Government, and they must be ready to be placed anywhere to serve the community as paramedics or teachers,” said Ondy. (Marten Boseren/rom )

Jayapura, Jubi – A new local political party,  Papua Bersatu (Papua United), will be declared next week, its chairman said.
The declaration was to be on Monday (18/11) in Jayapura, the General Chairman of Papua Unite Party, Cris Fonataba said.
He said the establishment of a local party is in accordance with article 28 of Special Autonomy (Otsus) Law.
“The idea to establish a local party was a result of considerations and discussions among components of society in Papua. The community’s components and student senate would participate in its declaration,” Fonataba said on Thursday (13/11).
However, he said, it has no connection with the 14 seats for the indigenous Papuans at the Papua’s Parliament, but simply to support the thought of the Papua’s Parliament and Papuan People’s Assembly and the people of Papua.
Earlier, the law expert from the Cenderawasih University, Yusak Reba said he thought the Otsus Law was not clear about the establishment of a local political party, unlike in Aceh.
“Thus, such discourse will only be a waste. The article 28 does not include the mechanism and the legal basis to establish the local political party. It has multiple and vague interpretations. Therefore it’s difficult to realize a local political party (in Papua),” Reba told Jubi in the early of October. He further said the vagueness includes the absence of legal basis to regulate the establishment of local party, and it couldn’t be included in the Special Regional Law (Perdasus/Perdasi) because it would contradict with the Political Party Law.
According to him, the different between Aceh and Papua about this issue is related to the Papua’s struggle to develop and improve the Special Autonomy Law. “To realize a local political party in Papua, the Papua’s Parliament must endorse the local materials on the political party regulation, which consisted a separate chapter allowing the establishment of local political party in Papua in proper with the Article 28 of the Otsus Law,” said Reba. (Arjuna Pademme/r

Jayapura,Jubi – Classes in the Kwerba Village Elementary School of Mamberamo Tengah Sub-district, Mamberamo Raya Regency have been suspended for almost a year.
Kwerba Village Chief Isak Kawena looked upset hoping the regent takes a strict policy towards the local Education Office and teachers.
“The teachers came to the school last January. After that, they left and have never returned,” Kawena told Jubi at Kasonaweja last week.
However, he said he did know why teachers had not showed up. He some teachers who were previously assigned in his village usually came to the school only to oversee the national exams and they had no dedication and passion to educate the villagers.
He added this has occurred for long time. Every teacher assigned to the village could not stay long, only stay for couple of days, then left.
“Maybe this village is too quite, so they couldn’t stand it,” he said.
A research staffer at Yayasan Lingkungan Hidup (Yali) Papua, Cicilia Sokoy there were no classes in the school.
“I conducted cacao mentoring in the village and saw there were no learning activities. It seems like everyday the pupils were on holiday,” Sokoy told Jubi by phone on Saturday (16/11).
The Second Assistant of Mamberamo Raya Regency for Economic, Development and Finance, Ramses Asmuruf, said “The condition commonly occurs in every village of the regency. The local government is actually very concerned about it. They have good incentives. So I thought it’s up to their own personalities,” said Asmuruf.
He added the regent’s policy towards the education and health service is good, but the implementation on the ground did not meet expectations. “I thought the regent would conduct evaluation and it definitely would be a strategic policy to resolve this problem,” he said.
Kwerba Village is a village located in Mamberamo Tengah Sub-district of Mamberamo Raya Regency. It has more than two hundreds households and fifty elementary age school children. 2) Preparation for 2013 Curriculum for 135 Vocational Teachers in Papua


Jayapura, Jubi – SMK N 2 (vocational school) Jayapura city invited as many as 135 vocational school teachers from 10 regencies in Papua province to attend a workshop on the implementation of 2013 Curriculum.
Principal of SMK 2, Elia Waromi, said she hoped that after the workshop, the participants would be able to share their knowledge to other fellow teachers in their respective areas.
“We hope that they will be able to be a good mentor and understand the contents of the 2013 curriculum,” she said on Thusrday afternoon ( 14/11).
The workshop speakers were from the center for Development and Empowerment of Teachers and Education Personnel (P4TK) Bandung.
The head of the Education Development Center of Education and Culture Department of the Province of Papua, Albert Herman Lantang, said he expected all participants in the training to assist the government in providing information about the 2013 curriculum to each regency.
“We hope that the 2013 Curriculum can be implemented not only in Jayapura but also in the 10 regencies in Papua,” he said.

October 2014: ‘Bloody Yotefa’: police turn a blind eye to violence against indigenous Papuans
At the end of October 2014, there were at least 69 political prisoners in Papuan jails.
At least 46 members of the West Papua National Committee (Komite Nasional Papua Barat, KNPB) were arrested in Jayapura and Merauke this month for participating in peaceful demonstrations. The demonstrators were urging the Indonesian government to release two French journalists who faced trial for breaching immigration rules. In likely reference to the Social Organisations Law (RUU Organisasi Kemasyarakatan, RUU Ormas), police claimed during the mass arrests that the KNPB is an illegal organisation as it is not registered with the Department of National Unity and Politics (Kesatuan Bangsa dan Politik, Kesbangpol) and affiliated symbols or attributes are also therefore illegal. Last June, police conducted a mass arrest in Boven Digoel under the same auspices. Indonesian human rights group Imparsial challenged the shutting down of peaceful demonstrations in Jayapura and Merauke, stating that freedom of expression in Papua is the worst in Indonesia, particularly when it comes to the treatment of KNPB rallies. The criminalisation of peaceful demonstrations, often under the auspices of the Ormas Law, restricts democratic space and stigmatises Papuan civil society groups....................................

2) Papuan leaders urged to work together.

Political developments in the context  of the right to self-determination for the indigenous Papuan people is stipulated  in Article 3 of the UN Universal Declaration Regarding the Right of Indigenous People in all parts of the world.
In my opinion, a major factor must be the need for unity of all the Papuan leaders who are involved in various political issues pertaining to  the lives of the Papuan people. This is all the more important at this present time, bearing in mind that at the beginning of December this year, a meeting will be held in Vanuatu to be attended by political activists representing the People in the Land of Papua.
This meeting will be attended by people involved in a variety of political activities. There needs to be consolidation and reconciliation for them to work together for the achievement of action in a way that is much healthier and is dedicated to the principle of peace and close co-operation.
This is clearly evident from the fact that when the Melanesian Spearhead Group (MSG) is to hold a meeting to be held in December 2014, the application to attend was rejected because there was a lack of unity between the various groups campaigning for political issues being pursued by organisations campaigning on a variety of issues in Papua. Although the West Papua  Coalition for Liberation and the National Coalition for West Papua both applied to attend that meeting,  their applications were not accepted because neither of them could be said to have the support of all the people of Papua.
In my opinion and as a senior legal activist for the people of Papua, I herewith call upon all those struggling for leading political
issues to seriously think about the need for unity and unanimity among the indigenous Papua people without regard for regional area, various
different clans, background issues or other political matters. The political agenda for achieving the right to self-determination
is universally accepted as a basic human right and is not in conflict with the 1945 Constitution of the Republic of Indonesia.
 Nor should this struggle be seen as a movement for separatism which could in any way damage Indonesia's national interests because the
Papuan struggle in being undertaken purely by peaceful means. This is clear from the National Dialogue held on 22 January 1999 at the
presidential palace during the presidency  of Professor B.J Habibie as well as at the Second Papuan Congress held in 2000 when it was
emphasised that this struggle would be undertaken by peaceful means, rejecting all forms of violence.   This means that at this moment, all actions and intentions should
be undertaken in accordance with a united memorandum of all our forces and groups.
 In 2010, the Peace Congress held in Abepura-Jayapura established the principle indicators for a peaceful struggle in accordance with
criteria formulated by the late Dr John Otto Ondowame in Vanuatu, Rex Rumakiek  in Australia, Benny Wenda in Oxford, UK as well as
Octovianus Motte in the USA and Lionine Tanggahma in The Netherlands. They all undertook a number of important activities  within the
context of political actions along with a number of international agencies as well as the Government of Indonesia. 
  This clearly reinforces the need for unity between all the political leaders who need to clarify their diplomatic mandate and show that they respect the principle of struggle in accordance with the mechanism made possible under international law.

"The suspect and his gun have not yet been found by the police," Chief of Manokwari Resort Police Senior Commissioner Adjunct Jhony Edison Isir stated here on Monday.

The police had encountered difficulties in tracking the suspect as he had fled to the jungle and was always on the move, Jhony noted.

He revealed that the Manokwari Police will take necessary efforts to trace the suspect to be prosecuted under the law.

The police have approached the suspects family to persuade ON to surrender.

The officer has also approached a local leader and religious figure to assist the police in persuading ON to immediately surrender to police.

"The Criminal Investigations Unit has distributed the search list to all the police sectors to search ON," Jhony remarked.

The chief noted that the police have considered the shooting incident that claimed the life of Ridwan in September 2014 as a special case. Thus, the police will continue its search efforts until the suspect is arrested.(*)

Thirteen years ago on Nov. 10 — Heroes’ Day — the Papuan leader Theys Eluay was found dead in the vicinity of Jayapura city after attending an event at the local headquarters of the Army’s Special Forces, Kopassus.

His body was left abandoned in a public place. His driver, Aristoteles Masoka, went missing, and remains unaccounted for.

On Feb. 5, 2002, as Papuan Christians celebrated the anniversary of the arrival of the first Christian missionaries in Papua, then president Megawati Soekarnoputri established a national investigation commission chaired by a retired police officer and commissioner of the national rights body, Koesparmono Irsan. The commission’s sole purpose was to investigate the case of Theys’ assassination.

As a result, Aristoteles’ fate has been ignored completely since the inception of the commission.

In its report to the president, the commission recommended the naming of six suspects from within Kopassus, but failed to offer any explanations as to why the crime was committed.

On April 21, 2003, the martial high court in Surabaya found the six Kopassus members guilty of murder and mistreatment and sentenced them to imprisonment.

Lt. Col. Hartomo, Pvt Ahmad Zulfahmi, Maj. Hutabarat and First Lt Agus were sentenced to three and a half years’ imprisonment and dismissed from the Indonesian Military (TNI), while Capt. Rionardo and Sgt Asrial were imprisoned for three years.

Nothing, however, was ever said about Aristoteles during the trial. Only his family remembers him. Later, the army chief of staff Gen. Ryamizard Ryacudu, now the defense minister, publicly praised the perpetrators as heroes.

Many inside and outside Papua may have forgotten the case. The marker of the site where Theys and Aristoteles were abducted along a hilly road outside Jayapura has been left abandoned.

Similarly, Theys’ grave, in a cemetery located across the road from Sentani airport, receives minimal public attention and respect. The story seems to be forgotten.

Meanwhile, public display of dead and or broken bodies is not novel in our history. Since the counter insurgency operation against the movements to establish an Islamic state, the DI/TII (Darul Islam / Tentara Islam Indonesia) in the 1950s, this has been a common method of state terror against Indonesia’s own citizens accused of being enemies of the state.

The tactic was used extensively during the massacre of suspected communists in 1965.

At least 500,000 people were killed that year; many of the killings were carried out in public. The method was again used during the killings of gangsters in the 1980s known as petrus (penembakan misterius/ mysterious shootings).

Many of their bodies were left abandoned in public spaces as a means of intimidation. Later, in front of the media and the public eyes, the state security apparatus did not hesitate to use the method to disperse the Papuan congress in 2011.

Hundreds of Papuans were rounded up and abused. The Papuan activist Mako Tabuni was shot in front of the public on the outskirts of Jayapura; he later died in the Bhayangkara police hospital in Jayapura.

Ironically, having been confronted with so many public atrocities, public memory has been normalized. We are no longer sensitive to or repulsed by the message of terror.

Terror is designed not only to communicate the message of state power but also to stigmatize the bodies, to make us unwilling to get any closer to them.

We do not want to get tainted. As a result, many of us have become bystanders who might believe that these people deserve such treatment because they were enemies of the state.

Is the Indonesian state responsible for such crimes? We almost always hear the standard answer from the authorities that it is all about bad apples who operate independently beyond the chain of command or misinterpret orders.

Such arguments are no longer valid. It was the Commission of Truth and Friendship for Timor Leste and Indonesia that concluded that the Indonesian state was responsible for crimes against humanity in Timor Leste in 1999.

Both Indonesia and Timor Leste came to a “conclusive” truth about the responsibility of the state for what happened in Timor Leste in 1999.

This was the first time in our history that a state body held the state responsible and accountable and thus set the precedent that the state and state institutions are not immune to justice.

Unfortunately, this investigation has had a minimal impact on our struggle to combat impunity. Just as Theys’ history has been forgotten, so too has the history of Timor Leste been erased from our consciousness.

Theys Eluay was not the only one and nor was he the last. He was only one piece of the large mosaic of silenced history of the forgotten.

Aristoteles Masoka is even more forgotten. Perhaps it is time for us to restore their dignity as a gesture of solidarity to those who have been silenced and forgotten in our history, in the wake of our commemoration of national heroes.

Rallies to be held in West Papua for 6th anniversary of the KNPB.

Today is the 6th anniversary of the West Papua National Committee (KNPB) which was formed on the 19 November in 2008.


There has been a call for rallies to take place throughout West Papua to commemorate the anniversary 
In a statement to the local media, Secretary General of the KNPB, Suhuniap Ones said, anniversary will be held throughout West Papua, Sorong to Merauke.
The KNPB is calling for a referendum and rejecting and proposed division of West Papua and any new transmigration program. 

Joe Collins of AWPA said "the security forces have been targeting the KNPB because of their success in mobilising large numbers of supporters in the rallies they hold and their success in raising awareness of West Papua internationally. Hopefully the security forces will allow rallies held today to go forward peacefully".  

It should be remembered that 46 West Papua National Committee (KNPB) members were arrested on the 13 October (29 in Merauke and 17 in Jayapura) when they held rallies calling for the release of the two French Journalists. 
Joe Collins said "this is a test for the Jokiwi Government who has promised to open West Papua to foreign journalists and non-government organisations if he won the election. "Why not? It's safe here in Papua," he was quoted as saying. "There's nothing to hide."  Hopefully the security forces heard this message and will allow the West Papuan people to protest peacefully on all the issues of concern they have.

Lusk gets taste of international politics

LUSK - On occasion, even small towns can play a role in the contentious realm of international politics. Such has become the case for the high-plains town of Lusk, which is now serving as the temporary home of General  John Anari, leader of the National Liberation Army of West Papua.

Anari came to town on Saturday, October 18, at the invitation of Lusk resident Thomas Bleming.  He left temporarily on Sunday, October 26, to meet with Alfred de Zayas, the United Nations Independent Expert on the promotion of a democratic and equitable international order, and to establish a United Nations office for West Papua in New York. Anari is now back in Lusk, busying himself with the arrangement of speaking engagements around the state of Wyoming. With Bleming’s help, Anari hopes to share his perspective on the struggle between West Papuans and the Indonesians.

“I came to Lusk, Wyoming to meet with Thomas Bleming, who I have known through social media for the last four or five years,” Anari told the Herald. “Tom and I had planned to meet in Phenom Penh, Cambodia, last November. However, due to my personal security concerns, the meeting did not take place. While here in Wyoming, Tom is hosting me at his home and arranging for me to be interviewed by media organizations. We are also arranging speaking engagements.”

West Papua was a Dutch colonial dependency until 1962, when the Kingdom of the Netherlands turned the province over to the United Nations. In 1963, West Papua traded hands yet again, with the United Nations turning the region over to the Indonesian government. Six years later, West Papua was formally absorbed into Indonesia. Indonesian rule, however, has not gone uncontested. Several groups, including Anari’s National Liberation Army of West Papua, have been waging a low-level guerrilla war with Indonesia. The conflict has led to allegations of atrocities on both sides. Attacks have been conducted on Indonesian military and law enforcement and settlers of Indonesian descent have been the victims of kidnappings. Anari and other advocates of Papuan independence accuse the Indonesians of police state tactics, including exploitation, the ruthless suppression of free of expression and violence against civilians.

“In the past 53 years, the Indonesian military has murdered more than half a million people,” said Anari. “They have also exiled half a million people. The situation right now is that the National Liberation Army of West Papua controls 90 percent of the rural areas, while Indonesia controls the cities. They have taken our nation’s resources, oil, copper, gold, and natural gas. Nothing is returned to the native people. Our national flag, the Morning Star flag, which looks a lot like the American flag, is not permitted to be flown in public. Anyone publicly displaying the Morning Star flag can be imprisoned up to 15 years.”

Anari claims that he is making peaceful political activism and education his goals while residing in Lusk. The general’s campaign to inform Americans is intended to counter an alleged blackout of the facts concerning the situation in West Papua. Anari believes that Americans have been kept in the dark concerning Indonesian occupation of West Papua. Public ignorance, says Anari, is attributable to a friendly relationship between the United States government and Indonesia.  Anari asserts that this relationship has actually resulted in Western support for the Indonesian side of the conflict. The general claims that western support of the Indonesian military is forcing pro-Papuan independence forces to resort to armed conflict with their occupiers.

“The Indonesian military is guilty of genocide,” said Anari. “My mission is to do what I can to publicize what is happening in my country and to garner support for our struggle. The American public is not aware of our struggle for independence. The United States is a signatory of the U.N. Convention on Genocide. Yet Britain, France, Australia, as well as the United States has provided the Indonesian military with arms and aircraft, including Apache helicopters that the Indonesians use against the civilian population of my nation. They use them against our military forces as well. I came to the United States to offer a peaceful solution to this conflict through the U.N. However, I feel that we will have to resort to armed struggle to win our freedom and independence. Our pleas for a peaceful solution to this conflict are not being heard in the halls of Washington D.C.”

Anari contends that there are parallels between the pro-Papuan independence movement and the American Civil Rights movement. The general believes that his coalition of 15 separate rebel groups holds much in common with Martin Luther King, Jr. and the Freedom Riders of the sixties, at least from an ideological standpoint.  While speaking across Wyoming, Anari hopes to draw audiences’ attention to these commonalities.

“I am a great reader of American history,” said Anari. “Back in the fifties and sixties, your nation was embroiled in the civil rights struggle. Many people, both black and white, suffered and died to see justice prevail. The civil rights movement was non-violent. In the end, black American were given their rights as full American citizens. The problem we face in West Papua is that in the past non-violence has been met with brutal force. Indiscriminately, the Indonesian military has murdered and continues to murder anyone who simply speaks of freedom.”

Ultimately, Anari and the National Liberation Army of West Papua hope to see a transferral of government power from Indonesian authorities to their representatives. Such a transferral of power would be overseen by U.N. authorities. Anari believes that the support of Wyoming residents and Americans in general will help realize this goal. He even hopes that business ties between West Papua and Wyoming can be solidified following the establishment of a new West Papuan government.

“I am very impressed with your state,” said Anari. “Once liberation comes, I want to come back and meet your governor and try to do business with your state in the fields of energy, road construction, and other infrastructure matters.”

Given the controversial nature of Anari’s message, it has yet to be seen how audiences across Wyoming will respond to calls for support of Papuan independence. Anari , however, feels that he has received a warm reception from Lusk residents. He intends on staying in Lusk until March of 2015, when he will return to West Papua to carry on with his cause.

“In the short period I have been here, I have met several of your residents,” said Anari. “The locals have welcomed me. As the months go by, I hope to meet more. Lusk is a nice town. It’s a bit isolated, but a far cry from New York City. You should be proud that you are the least populated county in the whole United States. I am a man of the country. I live in the jungle, away from society. But I must say that my trip so far has given me great insight and knowledge.

I wish to make it clear that it would be totally against the law and completely unconstitutional to act against the law if the Central
Government were to repeal the  Special Autonomy for Papua. Why is this so?

Article 18B of the Constitution of the Republic of Indonesia states: 'The State recognises and respects that all special governmental units are governed in accordance with that law and is recognised as such. Article 20 of that law states that 'the State
recognises and respects all units of the community and recognises and respects the traditional rights of indigenous people as long as they
live within and in accordance with the laws ans principles of the law.


According to my understanding of the law, this provision is crucial and basic  to the government of Jakarta's decision when it  granted special status  to the Autonomous to Papua in 2001.
On this basis and in accordance with the afore mentioned Article 18B of the Constitution, the Central Government 's decision to grant special autonomy to the Land of Papua is a fundamentally important provision in the context of developments and the organisation of the
governmental provisions of  Cenderawasih Land.


 This means, in my opinion, that any actions by the Central Government to repeal  the special autonomy status of Papua is an acceptable move and totally baseless accordance to the laws of this country and is a gross violation  of the basic rights of the Papuan
people as stipulated in Articles 77 and 78 of Law No 21/2001 regarding Special Autonomy for the province of Papua.

 In my capacity as a human rights defender in the land of Papua, I herewith urge the Governor of Papua Lukas Enembe and the Governor of
West Papua Abraham Octvianus to take immediate action to submit a petition of non-confidence in the ultra-nationalistic government in
Jakarta under the leadership of President Ir H. Joko Widodo.


It is extremely  important to retain the status of special autonomy for the people of Papua as stipulated in Article 18B of Law 21/2001 on

Yet Indonesia’s recent enthusiastic outreach to Melanesia indicates an attempt to bridge both the constructed and actual distinctions between them. While the label ‘Asia-Pacific’ may accurately capture Indonesia’s aspirational sphere of influence, it is simultaneously one that many Pacific scholars have resisted, fearing that the cultures and interests of the Pacific are threatened by the hyphen1. This fear is justified, we contend, as Indonesia progressively puts itself forward in Pacific political forums as the official representative of ‘its’ Melanesian populations2­a considerable number of whom support independence from the Indonesian state3.

In this article, we examine why Indonesia is increasingly representing itself as a Pacific ‘nesia’ (Greek for islands), seemingly to neutralise West Papua’s claim to political Melanesianhood. Then we analyse the ways Indonesia is insinuating itself into Melanesian politics and its attempts to undercut Melanesian support for West Papuan self-determination. Finally we consider the implications of Indonesia’s lengthening arm into Melanesian politics for Melanesia’s regional political bloc, the Melanesian Spearhead Group (MSG), and for West Papuan politics. International support for West Papuan independence is critical to the movement’s traction, as it was in the cases of East Timor and South Sudan4. As West Papua refutes Indonesia’s claim that the conflict is an internal domestic one, and enlists the support of fellow Melanesian nations to help internationalise its concerns, Indonesia is forced to respond on the international stage too, seeking first to woo West Papua’s strongest potential allies, the MSG members. We conclude by arguing that if the MSG and individual Melanesian states want to respond to Indonesia by including it in their political and trade networks, it is their prerogative to do so. However, they should beware of further stifling already marginalised Melanesian voices such as those of West Papuans, this being the principal deleterious effect of Indonesia’s recent foray into Melanesian politics……………….
